CITY OF SOUTH BEND SorH
BOARD OF PUBLIC WORKS
MEETING W'A`E'
September 24, 2013 — 9:30 a.m. 1866•
Location: 1308 County -City Building
South Bend, Indiana 46601
C. Applicant: Scorpio Properties
1. Locations:
a) The North/South Alley from Jefferson Boulevard to Napier Street West of
Chestnut Street;
b) The East /West Alley West from Chestnut Street to the Second
North/South Alley between Jefferson Boulevard and Napier Street;
c) The Second North/South Alley South from Jefferson Boulevard to the
First East /West Alley West of Chestnut Street
2. Purpose: Redevelopment of Property for Residential and Commercial Uses
3. See Comments: Community Investment stated County property records
indicate the petitioner does not own 206, 208 or 210 Cherry Street. These
properties would be landlocked if Cherry and the alleys were vacated. The
Petitioner has had discussions with those owners about acquisition, but does
not have control or a formal option on them. If Scorpio gets ownership of
these properties, approval of the street and alley vacations would be
recommended. Nearly all adjoining parcels are vacant and the alleys are
overgrown and appear little used.
D. Applicant: Marlene Stevens
1. Location: The North/South Alley going North from Thomas Street to the First
East /West Alley between Walnut Street and Maple Street
2. Purpose: Security
3. See Comments: Fire Department stated there are garage structures at the
crossing of the alleys and the nearest hydrant is on Thomas Street;
Engineering stated applicant must maintain utility easements; Area Plan stated
the vacation would hinder the use of a public way by the neighborhood in
which it is located or to which it is contiguous — the configuration of the
remaining north half alley and the east /west alley may hinder the turning
radius, especially for larger vehicles like garbage trucks.
12.
