Hunt <br />Deputy Director <br />M E M O R A N D U M <br />TO: Members of the Common Council <br />FROM: Carl Ellison �&d �rl✓'� <br />SUBJECT: Supplemental Community Development Administration Appropriation <br />DATE: November 22, 1977 <br />219/284 -9335 <br />Since becoming Community Development Director, I have observed significant <br />improvement in the staff's capacity to undertake a variety of functions necessary <br />to the operation of a "first class" Community Development Program. <br />However, in spite of the marked increase in staff performance, it is apparent <br />to me that the City's total Community Development planning and program development <br />needs still exceed the capacity of available staff resources. Indeed, accelerating <br />requests from neighborhood groups for information and technical assistance, coupled <br />with substantially increased planning requirements mandated by the Housing and <br />Community Development Act of 1977, and the emergence of new fund procurement oppor- <br />tunities now available to the City, all conflow to demonstrate the extent to which <br />planning needs outstrip existing planning capacity. <br />Based on the above, the Community Development Program is requesting additional <br />staff. Specifically, we request the following: <br />Personnel <br />Chief Planner <br />Draftsman <br />2/3 Secretary III <br />Fringe (18 %) <br />Non - Personnel <br />Printing /Publication <br />TOTAL <br />$ 7,750 (6 mos. salary) <br />4,833 (6 mos. salary) <br />5,624 <br />18,207 <br />3,278 <br />$ 21,485 <br />$ 700 <br />$ 22,185 <br />
