Hunt <br />Deputy Director <br />M E M O R A N D U M <br />TO: Members of the Common Council <br />FROM: Carl Ellison <br />SUBJECT: Day Care Appropriation Program CD -77 -801 <br />DATE: November 9, 1977 <br />219/284 -9335 <br />A primary objective of the Housing and Community Development Act of 1974 <br />is to provide decent housing and a suitable living environment and to expand <br />economic opportunities principally for persons of low- and moderate- income. <br />The proposed day care subsidy project takes this objective into account <br />by lending incentive to single parents who prefer to work through the pro- <br />vision of a financial subsidy to alleviate the burden of excessive day care <br />cost. It is hoped that this saving can "free up" income for housing related <br />costs. <br />Presently, some families receive day care assistance through Indiana Title <br />XX funds. Those families below fifty (50) percent of the state median income <br />receive full subsidy while families in the fifty (50) percent to seventy (70) <br />percent range receive subsidies according to a sliding fee scale table. <br />However, the number of local families eligible for Title XX assistance <br />exceed the number of available Title XX slots. Consequently, the proposed <br />project is designed to assist Title XX eligible families in the fifty (50) <br />percent to eighty (80) percent range who do not receive aid from Title XX <br />monies. A sliding fee scale table will be used to determine partial subsidies <br />to clients qualifying for the project. <br />The seven non - profit day care agencies in the City of South Bend have <br />a combined total licensed capacity to serve two hundred ninety -two (292) <br />youngsters. Of that number, there are a possible two hundred twenty -nine <br />(229) Title XX slots with sixty- three(63) slots remaining for Non -Title <br />clients. This figure of sixty -three (63) may be adjusted upward when all <br />Title XX slots are not filled. Community Development staff believes that <br />even at the sixty- three(63) figure, there is a justifiable target population <br />to be served by this project. <br />
