Hunt <br />Deputy Director M E M O R A N D U M <br />TO MEMBERS OF THE COMMON COUNCIL <br />FROM CARL ELLISON, DIRECTOR, C.D. <br />SUBJECT: SUPPLEMENTAL APPROPRIATION (PROJECT REBATE) <br />DATE NOVEMBER 9, 1977 <br />The Division of Community Development is presenting for <br />your consideration a supplemental appropriation bill totaling <br />$50,000.00 for Project Rebate. The Bureau of Housing is presently <br />conducting Project Rebate with a grant awarded to the City through <br />HUD's discretionary fund for Innovative CDBG Projects. <br />In the initial grant application the C.D. staff identi- <br />fied the "leveraging" of public dollars, i.e., generating private <br />rehabilitation dollars with public dollars, as a major project <br />objective. The project was also aimed at a moderate income target <br />population within two project areas. <br />As with any experimental or innovative housing rehab pro- <br />gram, the C.D. staff was concerned about public response and the <br />performance level which could be achieved within a relatively short <br />time frame, i.e., March 15, 1977, to March 15, 1978. <br />We are pleased to acknowledge that Project Rebate, at this <br />point in time and based upon available data, has surpassed our <br />expectations concerning public response, acceptance, and participa- <br />tion. As of October 31, 1977, Project Rebate in seven months, has <br />accomplished the following: <br />(1) enrolled 273 eligible applicants; <br />(2) expended (checks to individuals) <br />approximately $30,000; <br />(3) submitted additional claims of <br />approximately $20,000; <br />
