ORDINANCE NO. 61 7 2 ��7� AN ORDINANCE APPROPRIATING $50,000.00 FROM THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND, TO CON- TINUE PROJECT REBATE (HOUSING REHABILITATION), TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT AND BUREAU OF HOUSING. STATEMENT OF PURPOSE AND INTENT: The City of South Bend, in creative and affirmatice partner- ship with city residents, private enterprise, and the Federal Government, is committed to the national goal of "a decent home and suitable living environ- ment" for all persons. In attempting to achieve this goal, the City has developed programs to financially assist moderate, as well as, low- income persons in their effort to acquire and /or maintain safe, adequate, and afford- able housing through the provision of services, loans, and /or grants. Project Rebate, a housing rehabilitation program based on the concept of leveraging limited public resources through private investment and reinvestment in housing rehabilitation, has proved to be an extremely successful program. In order to meet the demand generated by Project Rebate and to complete the processing of the remaining eligible applicants additional funds are required. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. The sum of $50,000.00 is hereby appropriated for the completion of Project Rebate from the City of South Bend's Community Development Block Grant Fund (Program Year 1977). The appropriation shall be used within the boundaries of the Project Rebate target areas (as amended) and approved by the United States Department of Housing and Urban Development under Title Twenty -Four (24), Code of Federal Regulations, Part Five Hundred and Seventy (570), for the Innovative Grant Program Year 1977. The appropria- tion shall be administered by the Division of Community Development and the Bureau of Housing and will be administered as set forth below: PROGRAM - 77 - HNP -302 COMMUNITY DEVELOPMENT PROGRAM PURPOSE AMOUNT Percentage Cash Rebates $43,449.00 Personnel Cost 6,551.00 TOTAL APPROPRIATIONS $50,000.00 SECTION II. This Ordinance shall be in full force and effect from and after its passage by the Common Council and approval by the Mayor.
