ORDINANCE NO. 61 7 2 ��7� <br />AN ORDINANCE APPROPRIATING $50,000.00 FROM THE <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUND, TO CON- <br />TINUE PROJECT REBATE (HOUSING REHABILITATION), <br />TO BE ADMINISTERED BY THE CITY OF SOUTH BEND <br />THROUGH ITS DIVISION OF COMMUNITY DEVELOPMENT <br />AND BUREAU OF HOUSING. <br />STATEMENT OF PURPOSE AND INTENT: <br />The City of South Bend, in creative and affirmatice partner- <br />ship with city residents, private enterprise, and the Federal Government, is <br />committed to the national goal of "a decent home and suitable living environ- <br />ment" for all persons. In attempting to achieve this goal, the City has <br />developed programs to financially assist moderate, as well as, low- income <br />persons in their effort to acquire and /or maintain safe, adequate, and afford- <br />able housing through the provision of services, loans, and /or grants. Project <br />Rebate, a housing rehabilitation program based on the concept of leveraging <br />limited public resources through private investment and reinvestment in housing <br />rehabilitation, has proved to be an extremely successful program. In order to <br />meet the demand generated by Project Rebate and to complete the processing of <br />the remaining eligible applicants additional funds are required. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the <br />City of South Bend, Indiana, as follows: <br />SECTION I. The sum of $50,000.00 is hereby appropriated for <br />the completion of Project Rebate from the City of South Bend's Community <br />Development Block Grant Fund (Program Year 1977). The appropriation shall <br />be used within the boundaries of the Project Rebate target areas (as amended) <br />and approved by the United States Department of Housing and Urban Development <br />under Title Twenty -Four (24), Code of Federal Regulations, Part Five Hundred <br />and Seventy (570), for the Innovative Grant Program Year 1977. The appropria- <br />tion shall be administered by the Division of Community Development and the <br />Bureau of Housing and will be administered as set forth below: <br />PROGRAM - 77 - HNP -302 <br />COMMUNITY DEVELOPMENT PROGRAM <br />PURPOSE AMOUNT <br />Percentage Cash Rebates $43,449.00 <br />Personnel Cost 6,551.00 <br />TOTAL APPROPRIATIONS $50,000.00 <br />SECTION II.
