REGULAR MEETING <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common. Council of the City of South Bend: <br />JULY 23rd, 1956 <br />Your Committee of the Whole to whom was referred An Ordinance appropriating from the General Fund $1,424.00 to office <br />of Controller B252, repair of equipment $150.00 and to Office Equipment B725 $1,274.00, all of the budget for the <br />civil City of South Bend, Indiana, for 1956, and declaring an extraordinary emergency, respectfully report that they <br />have examined the matter and that in their opinion it should be reported favorable. <br />ORDINANCE NO. 4105 <br />/s/ George W. Carr, Chairman <br />AN ORDINANCE AUTHORIZING THE INSPECTOR OF SUB- STANDARD BUILDINGS AND <br />DWELLINGS TO DEMOLISH AN UNSAFE BUILDING, AND APPROPRIATING $125.00 <br />FOR SAME, FROM THE GENERAL FUND TO B261 CONTRACTUAL SERVICE <br />The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. <br />ORDINANCE NO. 4106. <br />AN ORDINANCE APPROPRIATING FROM THE GENERAL FUND $1,424.00 TO OFFICE <br />OF CONTROLLER B 252, REPAIR OF EQUIPMENT $150.00, AND TO OFFICE <br />EQUIPMENT B 725 $1,274.00, ALL OF THE BUDGET FOR THE CIVIL CITY OF <br />SOUTH BEND, INDIANA, FOR 1956 AND DECLARING AN EXTRAORDINARY EMERGENCY <br />The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. <br />ORDINANCE NO. "4107 <br />AN ORDINANCE AMENDING ORDINANCE #3702 ADOPTED BY THE COMMON COUNCIL <br />ON THE 13th DAY OF JUNE, 1949, <br />Lot 1, Dunn's 1st Add -2112 Mishawaka Avenue) <br />The Ordinance was given first reading by title and second reading in full. The Ordinance was given third reading and passed by a roll call vote of 9 ayes, 0 nays. <br />ORDINANCE <br />AN ORDINANCE AUTHORIZING THE CITY CONTROLLER OF THE CITY OF SOUTH BEND, <br />INDIANA, TO MAKE A TEMPORARY LOAN OF $30,000.00 FROM THE STATE OF INDIANA, <br />OR OTHER GOVERNMENT AGENCY, FOR THE PURPOSE OF MAKING A SEWER SURVEY OF- <br />THE CITY,OF SOUTH BEND, INDIANA. <br />The Ordinance was given first reading by title and second reading in full. Motion by Councilman Erler that the word <br />"temporary" be deleted in the title and in Section I &2.Motion was seconded by Councilman Hahn. Motion carried. <br />Councilman Muszynski moved for suspension of rules. Motion seconded by Councilman Hahn. Upon roll call vote, <br />8 ayes, 1 nay (Councilman Christman) the motion was lost. <br />Councilman Tellson moved that the above ordinance be set for public hearing on August 13th, 1956. Motion seconded <br />by Councilman Muszynski. Motion carried. ` <br />ORDINANCE <br />AN ORDINANCE TRANSFERRING AND APPROPRIATING $360.00 FROM SERVICES 242 CITY <br />PLAN COMMISSION TO PROPERTIES 724 - MOTOR EQUIPMENT CITY PLAN COMMISSION; <br />ALT ,OF THE BUDGET FOR 1956 OF THE CIVIL CITY. OF SOUTH BEND, INDIANA, AND <br />DECLARING AN EMERGENCY. <br />The Ordinance was given first reading by title and second reading in full. Motion by Councilman Muszynski, seconded <br />by Councilman Erler, that the ordinance be set for public hearing on August 13, 1956. Motion carried. <br />01? nTM ATTrP, <br />AN ORDINANCE CREATING THE SOUTH BEND REDEVELOPMENT COMMISSION <br />The Ordinance was given first reading by title and second reading in full. Motion by Councilman Kroll that the <br />Ordinance be feferred to the Ordinance Committee for further study. Motion seconded by Councilman Muszynski. <br />Motion carried. <br />OLD BUSINESS: Councilman Muszynski informed the Council that switching operations at theOlive and Sample Street <br />grade crossing and the Ford and Walnut Street grade crossing are again holding up traffic for periods from fifteen <br />to thirty minutes. The Clerk was directed to refer this matter to the Board of Public Works and Safety for dis- <br />position, andit was suggested that the Transportation Committee of the Council meet with representatives of the <br />Railroads to discuss this matter. <br />NEW BUSINESS: Mr. Robert Crane and Mr. William Smith came before the Council to ask for relief from a situation in <br />the neighborhood of Barbie and Terri Streets, relative to improper drainage from Pierre Navarre Park. The Clerk <br />was directed to refer this matter to the Board of Public Works and Safety to determine who has juresdiction over <br />the adjacent property to Pierre Navarre Park as to drainage, walls and street lights. <br />Councilman Glass asked that the City Attorney check the record to see if there was any limitation to the size of <br />fireworks allowed, as he had been getting complaints about fireworks in the park shaking houses. <br />There being no further business before the Council, Councilman Muszynski made a motion to adjourn, which motion was <br />seconded by Councilman Tellson. Motion carried and the meeting adjourned at 9:07 P.M., C.D.S.T., (8:07 P.M.,C.S.T.). <br />ATTEST: APPROVED- <br />
