REGULAR MEETING <br />RESOLUTION <br />JUNE 27TH, 1955 <br />WHEREAS, pursuant to a resolution adopted by the Common Council of the City of South Bend, Indiana the <br />commencement of the activities of industry, business, commerce, departments of government, schools, <br />churches, and courts was advanced one hour earlier than customary in harmony with Eastern Standard <br />Time from and after 2:00 o'clock A.M. on November 28, 1955, and <br />WHEREAS, it has become apparent that the extension of Daylight Saving Time through the winter months works a <br />hardship upon a large segment of people, particularly children of school age, <br />NOW, THEREFORE, BE IT RESOLVED BY THE COMMON COUNCIL OF THE CIVIL CITY OF SOUTH BEND AS FOLLOWS: <br />The people of the City of South Bend, and its environs, schools, churches, <br />governmental units and departments of governments, courts, business, commerce <br />and industry are requested for the sake of uniformity from and after 2:00 o'clock <br />A.M. on the last Sunday in October of each yar to 2:'Q0 o'clock A.M. on the last <br />Sunday in March of each year to commence each day and conduct all business in <br />conformity with Central Standard Time, and from 2:00 o'clock A.M. on the last <br />Sunday in March of each year to 2:00 o'clock A.M. on the last Sunday in Odtober <br />of each year to commence each day and conduct all business one hour earlier <br />than is customary, in harmony with Eastern Standard Time. <br />(Signed) WALTER C. ERLER SR. <br />Member of the Common Council <br />Councilman Niezgodski made a motion that the resolution be set for public hearing on July 11th. Councilman <br />Bestle seconded the motion. Motion carried. <br />ORDINANCE <br />AN ORDINANCE AMENDING SECTION 22 OF CHAPTER 2 OF THE <br />MUNICIPAL CODE OF THE CITY OF SOUTH BEND, INDIANA, <br />1949, CHANGING THE TIME OF REGULAR MEETINGS OF THE <br />COMMON COUNCIL. <br />The ordinance was given first reading by title and second reading in full. Councilman Hahn made a motion that <br />the ordinance be referred to the Committee of the Wlole for public hearing on July 11th. Councilman Glass <br />seconded the motion. Motion carried. <br />UNFINISHED BUSINESS <br />REPORT FROM TRAFFIC ENGINEER <br />Board of Public Works & Safety <br />South Bend, Indiana June 27, 1955 <br />Gentlemen: Re: Petition requesting Gertrude Street, between <br />Prairie Ave. and the South City limits, be <br />designated as a boulevard. <br />The request for the designation of Gertrude Street as a boulevard has been given considerable thought and study <br />during the past few weeks in an effort to determine what relief might be expected on this street and what harm <br />might be done`in the way of increased truck traffic, hazard, and nuisance on other streets that the truck traffic'. <br />from Gertrude Street may divert to. <br />A survey of truck traffic on this street Thufsday, June 23, 1955, from 8:00 AM to 3:30 PM showed the following: <br />Name of Truck <br />Robert A. Walker <br />Studebaker trash trucks <br />Reith Riley <br />South Bend Freight Lines <br />Sinclair Oil <br />Bolin Drive -Away <br />Dallas -Mavis Drive Away <br />Other trash - direct trucks <br />Miscellaneous <br />Total Number Observed <br />18 <br />6 <br />2 <br />3 <br />4 <br />9 <br />2 <br />7 <br />34 <br />Total trucks 85 <br />The probable route of travel that the trucks would take if Gertrude was made a boulevard would be north and <br />south on Main Street and many of the east -west streets between Main and Prairie Avenue. <br />While residents of Gertrude Street are being disturbed by these trucks, and while conditions on this street are <br />not ideal, and therefor considerable hazard exists, it is my opinion that to make this street a boulevard would <br />only shift this nuisance and hazard and add to it in the form of increased miles of travel to reach the desired <br />end. <br />Steps have been taken to decrease the hazard on Gertrude Street by the posting of 20 MPH speed limit signs. <br />From our observations, while all do not obey these signs, they have, along with enforcements by the Police <br />Department, slowed the traffic down. <br />It is my recommendation, therefore, that this street not be designated as a boulevard because of the possibility <br />of doing more harm than good from the standpoint of the City as a whole. <br />Yours very truly, <br />ERNEST H.: MILLER <br />Traffic Engineer <br />There being no objections, the report was accepted and placed on file. <br />
