REGULAR MEETING <br />COMMUNICATION <br />Mr. Walter C. Erler, President <br />South Bend Common Council <br />City Hall <br />South Bend, Indiana <br />Dear Mr. Erler: <br />June 17, 1955 <br />JUNE 27TH, 1955 <br />Inasmuch as many organizations and individuals need now to be making plans based on what kind of time the city <br />will be on next winter, may I suggest that the Council discuss this matter at the next meeting and introduce a <br />resolution expressing the Council's decision? <br />It is my own feeling that the city should return to Central Standard Time for the winter months. Although I <br />realize the subject is exceedingly controversial, it is my opinion.that undue hardship is caused to those people, <br />particularly children, who must arise and leave their homes during hours of morning darkness. I invite your <br />attention to the fact that the Chicago City Council has elected to go back on Central Standard Time the fourth <br />Sunday in October. <br />I hope that this matter may have the Council's earliest attention to the end that all our citizens will know what <br />the time situation will be and thereby will be able to make their plans accordingly. <br />Yours very truly, <br />JOHN A. SCOTT (Signed) <br />Mayor <br />Councilman Glass made a motion that the communication be accepted and placed on file. Councilman Bestle seconded <br />the motion. Motion carried. <br />PETITION <br />Petition of Endre Vadas and Mildred Vadas to rezone Lots number 19, 20 and;21 as shown on the recorded plat of <br />Lincoln Plaza, an addition to the City of South Bend, located at the Northwest corner of Lincoln Way West and <br />Chicago Streets, from "A" Residential and "A" Height and Area to "C" Commercial. <br />Councilman Glass made a motion that the petition be referred -to the City Plan Commission. Councilman Bestle <br />seconded the motion. Motion carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />Your Committee'of the Whole to whom was referred "An Ordinance transferring and appropriating from F -11 Salary <br />of Councilmen $1,000.00 and from H -11 Office of the- Board, Salary of Surgeon $300.00 to C -11 Office of City <br />Olerk, Services Krsonal, Salary of Office Clerk, $1,300.00; all of the budget for the Civil City of South Bend, <br />Indiana for 1955 and declaring an extraordinary emergency ". <br />Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council <br />as favorable. <br />W. A. HAHN, Chairman <br />Councilman Niezgodski made a motion that the report be accepted. Councilman Hahn seconded the motion. Motion <br />carried. <br />ORDINANCE NO. 4052 <br />AN ORDINANCE TRANSFERRING AND APPROPRIATING FROM F -11 SALARY <br />OF COUNCILMEN $1,000.00 AND FROM H -11 OFFICE OF THE BOARD, <br />SALARY OF SURGEON $300.00 TO C -11 OFFICE'OF CITY CLERK, <br />SERVICES PERSONAL, SALARY OF OFFICE CLERK $1,300.00; ALL OF <br />THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, INDIANA FOR 1955 <br />AND DECLARING AN EXTRAORDINARY EMERGENCY. <br />The ordinance was given third reading and passed by a roll call vote of 7.ayes - 0 nays - 1 absent (Councilman <br />Korpal). <br />ORDINANCE <br />AN ORDINANCE TRANSFERRING AND APPROPRIATING FROM OFFICE OF THE <br />BOARD, SERVICES PERSONAL, H -11, SALARY OF SURGEON $565.00 TO OFFICE <br />OF CITY CLERK, SERVICES CONTRACTUAL, C -242 PRINTING $565.00; FROM <br />FIRE FIGHTING EQUIPMENT AND MAINTENANCE FUND $22,703.65 TO FIRE <br />DEPARTMENT Q -724 MOTOR EQUIPMENT $20,000.00.AND TO Q -726 OTHER <br />EQUIPMENT $2;703.65; ALL OF THE BUDGET FOR,THE CIVIL CITY OF SOUTH <br />BEND, INDIANA FOR 1955 AND DECLARING AN EXTRAORDINARY EMERGENCY. <br />The ordinance was given first reading by title and second reading in full. Councilman Glass made a motion that <br />the ordinance be referred to the Committee of the Whole for public hearing on July 11th. Councilman Niezgodski <br />seconded the motion. Motion carried. <br />
