REGULAR MEETING COMMUNICATION Mr. Walter C. Erler, President South Bend Common Council City Hall South Bend, Indiana Dear Mr. Erler: June 17, 1955 JUNE 27TH, 1955 Inasmuch as many organizations and individuals need now to be making plans based on what kind of time the city will be on next winter, may I suggest that the Council discuss this matter at the next meeting and introduce a resolution expressing the Council's decision? It is my own feeling that the city should return to Central Standard Time for the winter months. Although I realize the subject is exceedingly controversial, it is my opinion.that undue hardship is caused to those people, particularly children, who must arise and leave their homes during hours of morning darkness. I invite your attention to the fact that the Chicago City Council has elected to go back on Central Standard Time the fourth Sunday in October. I hope that this matter may have the Council's earliest attention to the end that all our citizens will know what the time situation will be and thereby will be able to make their plans accordingly. PETITION Petition of Endre Vadas and Mildred Vadas to rezone Lots number 19, 20 and;21 as shown on the recorded plat of Lincoln Plaza, an addition to the City of South Bend, located at the Northwest corner of Lincoln Way West and Chicago Streets, from "A" Residential and "A" Height and Area to "C" Commercial. Councilman Glass made a motion that the petition be referred -to the City Plan Commission. Councilman Bestle seconded the motion. Motion carried. REPORT OF THE COMMITTEE OF THE WHOLE To the Common Council of the City of South Bend: Your Committee'of the Whole to whom was referred "An Ordinance transferring and appropriating from F -11 Salary of Councilmen $1,000.00 and from H -11 Office of the- Board, Salary of Surgeon $300.00 to C -11 Office of City Olerk, Services Krsonal, Salary of Office Clerk, $1,300.00; all of the budget for the Civil City of South Bend, Indiana for 1955 and declaring an extraordinary emergency ". Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council as favorable. W. A. HAHN, Chairman Councilman Niezgodski made a motion that the report be accepted. Councilman Hahn seconded the motion. Motion carried. ORDINANCE NO. 4052 AN ORDINANCE TRANSFERRING AND APPROPRIATING FROM F -11 SALARY OF COUNCILMEN $1,000.00 AND FROM H -11 OFFICE OF THE BOARD, SALARY OF SURGEON $300.00 TO C -11 OFFICE'OF CITY CLERK, SERVICES PERSONAL, SALARY OF OFFICE CLERK $1,300.00; ALL OF THE BUDGET FOR THE CIVIL CITY OF SOUTH BEND, INDIANA FOR 1955 AND DECLARING AN EXTRAORDINARY EMERGENCY. The ordinance was given third reading and passed by a roll call vote of 7.ayes - 0 nays - 1 absent (Councilman Korpal). ORDINANCE AN ORDINANCE TRANSFERRING AND APPROPRIATING FROM OFFICE OF THE BOARD, SERVICES PERSONAL, H -11, SALARY OF SURGEON $565.00 TO OFFICE OF CITY CLERK, SERVICES CONTRACTUAL, C -242 PRINTING $565.00; FROM FIRE FIGHTING EQUIPMENT AND MAINTENANCE FUND $22,703.65 TO FIRE DEPARTMENT Q -724 MOTOR EQUIPMENT $20,000.00.AND TO Q -726 OTHER EQUIPMENT $2;703.65; ALL OF THE BUDGET FOR,THE CIVIL CITY OF SOUTH BEND, INDIANA FOR 1955 AND DECLARING AN EXTRAORDINARY EMERGENCY. The ordinance was given first reading by title and second reading in full. Councilman Glass made a motion that the ordinance be referred to the Committee of the Whole for public hearing on July 11th. Councilman Niezgodski seconded the motion. Motion carried.
