0165 <br />REGULAR MEETING <br />COMMUNICATION <br />R E S O L U T I O N <br />MAY 9TH, 1955 <br />WHEREAS: Discrimination is recognized nationally as a detriment to the public welfare, and the United States <br />Supreme Court has taken the initiative in its decision on non- segregation in our public schools; and <br />WHEREAS: We, of South Bend, are very grateful for the Brotherhood Award which has been awarded to our city <br />for its work in furthering brotherhood. We are proud of this award, and we are desirous of making <br />it a living document through the enactment of a Fair Employment Practices Ordinance that is now on the <br />agenda of the City Council of South Bend for action. THEREFORE BE IT <br />RESOLVED: That Bendix Local No. 9 officially go on record as supporting the proposed Fair Emplosment Practices <br />Ordinance for the City of South Bend, Indiana; that BE IT FURTHER <br />RESOLVED: That copies of this Resolution be sent to the Mayor of South Bend, to the Clerk and members of the <br />South Bend City Council, to the St. Joseph County C I 0 Industrial Union Council, to the St. Joseph <br />County Council of Churches, to the National Conference of Christians and Jews, to the St. Joseph <br />County Ministerial Association, to the National Association for the Advancement of Colored People, <br />to all labor-unions in the City, and to all Political Action and Fair Employment Practices Committees <br />..in' South Bend. <br />ADOPTED UNANIMOUSLY BY THE MEMBERSHIP OF BENDIX LOCAL NO. 9, U A W - C 10, AT THE ALL -UNIT bOORR&HPP <br />MEETINGS OF APRIL 28 -29, 1955. <br />(Signed) Arthur E. Councilman Muszynski <br />seconded the motion. Motion carried. <br />PETITION <br />1 <br />Petition of Mae Brugh, by her attorneys, Feeney and Stratigos, to rezone real estate commonly referred to as <br />the "Oaks" (3222 E. Jefferson Blvd.) from "A -1" residential to "B? residential. <br />Councilman Korpal made a motion that the petition be referred to the City Plan Commission. Councilman Hahn <br />seconded the motion. Motion carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />May 9th, 1955 <br />Your Committee of the Whole to whom was referred "An Ordinance appropriating from the General Fund $7,936.53 <br />to Police Department P -11 Services Personal - Salary of Patrolmen $7,936.53; all of the budget for the Civil <br />City of South Bend, Indiana and declaring an extraordinary emergency ". <br />Respectfully report that they have examined the matter and that in their opinion this ordinance be reported to <br />the Council as favorable. <br />W. Motion <br />carried. <br />REPORT OF TRAFFIC ENGINEER <br />April 22, 1955 <br />Memorandum: Raymond S. Andrysiak <br />Re: Western & Walnut intersection <br />Council Resolution dated April 15th, 1955 <br />I have checked the condition at Western and Walnut and it is my opinion that the arrangement and location of <br />signals is not a prime factor in the difficulty. It is my belief that the sequence of operation and movement <br />of traffic on certain phases of the signal cycle, plus the lack of visibility and human error is responsible <br />for the majority of accidents at this location. <br />Since this intersection is under the control of the State Highway Department I will contact them at an early <br />date and see what can be worked out toimprove the condition. <br />EHM /mf <br />Yours very truly, <br />ERNEST H.
