REGULAR MEETING <br />DULY 12TH, 1954 <br />Be it remembered that the Common Council, of the City of South Bend met in regular session in the Council Chamber, <br />Monday, July 12th, 1954, at 8:00 P.M., with all members present except 'Councilman Pinter. President Erler <br />presided. <br />REPORT OF COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your Committee on the inspection and supervision of the minutes, would respectfully report that they have <br />inspected the minutes of the previous meeting of the Council and found them correct. They therefore recommend <br />that the same be approved. <br />Meeting of June 28th, 1954. <br />WALTER C. ERLER SR. ) <br />W. A. HAHN ) Committee <br />STANLEY C. KORPAL ) <br />Councilman Niezgodski made a motion that the report be accepted. Councilman Bestle seconded the motion. Motion <br />carried. <br />COMMUNICATION <br />Communication received from H. S. Cover protesting against the use of W. Chippem Ave. by the Soap Box Derby <br />organi zation. <br />Councilman Hahn made a motion that the communication be referred to the Board of Public Works, Councilman <br />Niezgodski seconded the motion. Motion carried, <br />PETITION <br />Petition of Ruth M. Welsheimer to rezone Lot No. 3 as shown on the recorded Plat of Burroughs Sub - division of <br />Bank Out lot of No. 115, et al. <br />Councilman Hahn made a motion that the petition be referred to the City Plan Commission. Councilman Muszynski <br />seconded the motion. Motion carried. <br />REPORT OF CITY PLAN COMMISSION <br />Common Council <br />City of South Bend <br />South Bend, Indiana <br />Gentlmen: <br />A communication has been received co- signed by Mr. Wilbur Young, Superintendent, State Department of Public <br />` In.struotioil, end Mr. R• H: Rayburn, Director, Special Education, recommending that the City of South Bend annex <br />the Northern Indiana. Children's Hospital, which area is bounded by Eddy Street, Angela Boulevard, Notre Dame <br />Avenue, and the City Limits lying north of Napoleon Street. Should the City annex the balance of the grounds, <br />it would enable the City: - School system to accept transfer of children from other school corporations and to <br />extend their special education program to the Children's Hospital. <br />The communication was sent to the Commission as one agency to initiate and do the necessary paper work involved <br />in the annexation procedure, it being difficult and time consuming for the State of Indiana as such to do so. <br />Very truly yours, <br />CITY PLANNING COMMISSION <br />RLH:nt Robert L. Motion <br />carried. <br />ORDINANCE <br />ORDINANCE ANNEXING LANDS TO AND DECLARING SAME TO <br />BE A PART OF THE CITY OF SOUTH BEND, INDTANA. <br />(Northern Indiana Crippled Children's Hospital) <br />The ordinance was given first reading by title and second reading in full. Councilman Muszynski made a motion <br />for suspension of rules. Councilman Glass seconded the motion. <br />Councilman Muszynski withdraws motion for suspension of rules. Councilman Glass withdraws second to the motion. <br />Councilman Glass made a motion that the ordinance be held up for two weeks and that a representative of the <br />School Board be notified to attend this meeting. Councilman Muszynski seconded the motion. Motion carried. <br />REPORT OF CITY PLAN COMMISSION <br />Common Council <br />City of South Bend <br />South Bend, Indiana <br />Gentlemen: <br />Attached petition of Mary J. Droege., et al to rezone Lot 6 and part of Lot 5, Rockefeller's 1st Addition from <br />B Residence and B Height and Area to C Commercial and C Height and Area Districts was legally advertised under <br />date of June 21, 1954 and given public hearing under date of July 1, 1954. <br />It is recommended that said lots as above be rezoned as petitioned for. <br />Very truly yours, <br />CITY PLANNING COMMISSION <br />Robert L.
