29 The area involved, amounting to 53 acres of level, adequately- drained land, is sufficient <br />to provide adequate site, or sites, for modern one -story plant facilities and to provide adequate <br />off- street parking and setbacks from adjacent streets and areas of future residential use. <br />3. The subject area can readily expand to the north, can be readily annexed, and therefore <br />be on South Bend tax rolls. <br />49 Subject area is contiguous to 80 acres now zoned for heavy industry. <br />5. Zoning Ordinance allows no obnoxious uses in a light industrial district. <br />6. The use of subject area by light industry will help to diversify the existing industrialized <br />economic base of the community. <br />79 There is a gross shortage of industrially zoned areas within the city and within the South <br />Bend region. <br />8. Since commercial developments cannot expand beyond the volumes of local purchasing power, <br />industrial development provides the best method of building up the city's tax base from which each <br />citizen directly benefits economically. <br />9.
