29 The area involved, amounting to 53 acres of level, adequately- drained land, is sufficient to provide adequate site, or sites, for modern one -story plant facilities and to provide adequate off- street parking and setbacks from adjacent streets and areas of future residential use. 3. The subject area can readily expand to the north, can be readily annexed, and therefore be on South Bend tax rolls. 49 Subject area is contiguous to 80 acres now zoned for heavy industry. 5. Zoning Ordinance allows no obnoxious uses in a light industrial district. 6. The use of subject area by light industry will help to diversify the existing industrialized economic base of the community. 79 There is a gross shortage of industrially zoned areas within the city and within the South Bend region. 8. Since commercial developments cannot expand beyond the volumes of local purchasing power, industrial development provides the best method of building up the city's tax base from which each citizen directly benefits economically. 9. The best indication of the need for new industry, and therefore of industrial sites, is the $392,0009 over one -third of a million dollars, pledges by the citizens of our community to the Committee•.of 100 for the purpose of assistance to existing industries and the attraction of new industries to the area, which will give the eitizens of the community an increasingly higher standard of living.
