<br />To the Common Council of the City of South Bend:
<br />Your Committee of the Whole to whom was referred "An Ordinance transferring funds from Traffic Department, T -43,
<br />Traffic Materials. $1500.00 to T -726, Other Equipment; from City Plan Commission, 11 Services Personal, $980.00
<br />to City Plan Commission, 55 Subscriptions and Dues, $500.00, 214 Telephone and Telegraph, $30900, 216 Travel
<br />Expenses, $100.00 and 242 Photograph and Printing, $350.00; all of the budget of 1953 of the Civil City of South
<br />Bend, Indiana ".
<br />Respectfully report that they have examined the matter and that in their opinion this ordinance go to the Council
<br />as favorable.

<br />Re: Traffic Signal Installation
<br />Gentlemen: at Sheridan and Western Avenue.
<br />On June 2, 1952 a request was made to the LaPorte District office of the State Highway Commission for the
<br />installati.on'of a traffic signal at Sheridan and Western Avenue as a result of, a petition filed with the Board
<br />of Public Works and Safety on May 22, 19529
<br />The gathering of data, by the State, necessary to reach a decision in the matter was somewhat delayed at that
<br />time due to the closing of Western Avenue between Olive and Kosciusko Streets for widening and improvement.
<br />I discussed this matter over the telephone with Mr. N. F. Schafter, Director of Traffic for the State Highway
<br />Commission, last Tuesday, June 16, 1953, and he informed me that all the necessary data has been gathered and
<br />that the signal is being recommended for installation to the Highway Commission. From all indications we should
<br />have a definite decision in the matter within the next two or three weeks.

<br />AN ORDINANCE RATIFYING A CONTRACT BETWEEN THE CITY OF SOUTH
<br />BEND, INDIANA, THE BOARD OF COMMISSIONERS OF ST. JOSEPH COUNTY,
<br />INDIANA, AND THE BOARD OF PARK COMMISSIONERS OF SOUTH BEND,
<br />INDMA FOR THE EXCHANGE OF CERTAIN REAL ESTATE.
<br />The ordinance was given first reading by title and second reading in full. Councilman Hahn made a motion for
<br />suspension of rules. Councilman Korpal seconded the motion. Motion carried by a roll call vote of 7 ayes -
<br />0 nays - 2 absent (Councilmen Pinter and Muszynski).
<br />The ordinance was given third reading and passed by a roll call vote of 7 ayes - 0 nays - 2 absent (Councilmen
<br />Pinter and Muszynski).
<br />NEW BUSINESS
<br />Dr. Carter, Health Officer, appeared before the Council to explain the outbreak of "amebiasis" which is affecting
<br />possibly as high as 70 per cent of the employees of the South Bend works of the Singer Manufacturing Company and
<br />causing a serious community public health situation.
<br />Councilman Glass made a motion that Dr. Carter be given a vote of confidence of the Council in his -effort to
<br />curb the above situation. Councilman Hahn seconded the motion. Motion carried.
