RECESSED MEETING (Continued from April 14, 1952) <br />APRIL 21ST, 1952 <br />' President Erler called the meeting to order at 7:35 P.M., and the reading of Resolution regarding U.S. Armory, <br />which said Resolution is as follows: <br />RPROT.T7T T OW <br />BE IT RESOLVED by the Common Council of the -`Civil City of South Bend, Indiana, that said City, through its Board <br />of Park Commissioners, grant a lease of land located at Greenlawn Ave. and North Side Blvd. in said City for the <br />use of the United States of America for an Armory for the United States Army Reserve Corp. for a period of not <br />exceeding fifty (50) years at an annual rental of One Dollar ($1.00) per year with an Opt•i6n .. on the part of the <br />Lessee at the termination of the lease to restore the site, or transfer ownership of the building erected thereon <br />to the Lessor. <br />PERCY ALFORD <br />tuber of ommon Council <br />President Erler asked to hear from the proponents on this Resolution. Councilman Glass presented a petition <br />with 215 names thereon, as a remonstrance against said resolution. <br />As per Councilman Erler's request the following proponents were heard: <br />Mr. F. J. Nimtz (Lt. Colonel, U.S. Army) as a civilian; stating that the monies appropriated for this armory were <br />now available and that they were nearing the dead line for the use of same, which is June 15, 1952. <br />Mr. Bissill, an Engineer from Chicago, to answer any and all questions. <br />Mr. Ralph Newman, representing the Park Board, City of South Bend, explained that there is five and one -half <br />acres on the proposed grounds. <br />Mr. Andrysiak, City Engineer, explained the topography of the land in question. <br />Councilman Hahn made a motion that a ten minute recess be taken and Councilman Niezgodski seconded the motion. <br />Motion carried. <br />Council reconvened at 8:30 P.M. with continued discussion from the proponents on this resolution. <br />Proponents: <br />Eddie Names, representing the Local Disabled War Veterans. <br />!]fir. Yale Burke, representing teventy -two thousand war veterans in this area. <br />James Reed, a veteran, representing Local Post No. 9 of Foreign War Veterans. <br />-James Eulie, also of Post -No. 9. <br />Mr. Warren, Bendix Aviation Post of Veterans, made a survey of River Park Residents, which was unanimouly in <br />favor of the Armory. <br />Mr. Joseph Wilson, Veteran. <br />Mr. Dessil, Post No. 272, Veterans of Foreign Wars. <br />Mr. Edw. Howell, 2034 Park View Ave. <br />P.F.C. Raymond E. Pappay, representing the United States Army Reservists. <br />Colonel Mann, representing the United States Army, who was present to answer all questions. <br />The following spoke for the group of remonstrators present: <br />Mr. F. D. Moore, 1719 Hildreth St., Ivan G. Brady, 1702 Hildreth St.; L. R. Wilson, 821 S. Ironwood Drive; <br />Wilmer C. Alward, 1609 Hildreth St.; Andrew T.
