REGULAR MEETING MARCH 26TH, 1951 <br />Be it remembered.tha.t the Common Council of the City of South Bend, Indiana, met in regular seesion in the <br />Council Chamber, Monday, March 26th, 1951, at 8:17 P.M., with all members present. President Niezgodski <br />presided. <br />REPORT OF COMMITTEE ON MINUTES <br />To the Common Council of the City of South Bend: <br />Your Committee on the inspection and supervision of the minutes, would respectfully report that they have <br />inspected the minutes of the previous meeting of the Council and found them correct. Motion <br />carried. <br />C OMMUIT ICAT I ON <br />Mayor G. Schock <br />City of South Bend, Indiana <br />Dear Sir: <br />March 25, 1951 <br />313 North Johnson St. <br />South Bend 19, Indiana <br />This will inform you of T.V.I.L.S. (Television Interference Location Service) a television and radio service <br />operated by me before being called to active duty with "the United States Army. , <br />In an article in the South Bend Tribune today you stated a proposed ordinance that will delegate Mr. Herb Harrison <br />Chief Electrical Inspector with finding Interference and to quote, "His department has the equipment for finding <br />it" To the best of my knowledge this is false. I believe Mr. Harrison personally owns any such equipment and <br />it is not the property of the City of South Bend. I would like a letter to that effect. <br />I am now stationed at Camp Atterbury, Indiana. After my service is no longer required by tie U.S. Army I will <br />continue the Television Interference Location Service. I wish this letter be read into the record at the Council <br />Meeting on Monday night. I-do not think it fair that the City of South Bend is going into a Radio and Television <br />b''usiness. <br />As a graduate Television Technician I do not see how the city can expect to fine a person for interfering with a <br />television program when that program is received in South Bend by a freak of nature. Evidently the Council does <br />not know that South Bend is outside the range of a Television Station and whence all the interference results. <br />Respectfully yours, <br />Cpt. Joseph A.
