..681 <br />I I REGULAR MEETING DECEMBER 11TH, 1950 <br />ORDINANCE NO. 3790 <br />AN ORDINANCE AMENDING ORDINANCE NO. 3702 PASSED BY THE <br />COMMON COUNCIL JULIE 13, 1949 AND COMMONLY KNOWN AS THE <br />ZONING ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA. <br />The ordinance was given first reading by title and second reading in full. Councilman Glass made a motion for <br />suspension of rules. Councilman Tellson seconded the motion. Motion carried by a roll call vote of 8 ayes - <br />0 nays. <br />The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. <br />RESOLUTION A RESOLUTION REQUESTING <br />CONVEYANCE OF WAR HOUSING PROJECTS FOR <br />LOW RENT USE TO <br />THE HOUSING AUTHORITY OF THE CITY OF SOUTH BEND <br />WHEREAS, the United States of America, acting through the Housing and Home Finance Agency, Public Housing <br />Administration, owns permanent war housing now known as PHA Project No. 12021 consisting of 55 dwelling units, <br />and PHA Projects Nos. 12183 and 12188 consisting of 150 dwelling units located in the City of South BeAd, State <br />of Indiana; and <br />WHEREAS, such housing is no longer needed for purposes of war; and <br />WHEREAS`; there exists in said City a need for such housing to be operated as low -rent public housing at rents <br />within the.means of low- income families, especially families of living or deceased veterans and servicemen -, whit <br />need is not being met by private enterprise, and <br />WHEREAS, such a condition constitutes a menace to the health, safety, morals, and welfare of the inhabitants of <br />the City, and <br />WHEREAS, the Congress of the United States has authorized by Public Law 475, approved by the President April 20, <br />1950, the conveyance to a public housing agency of such housing to provide housing for families of low income <br />and, the Housing Authority of The City of South Bend proposes to acquire such housing and to operate it as low - <br />rent housing. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: <br />Section.l. That it is the determination, finding, and declaration of the City Council of the City of South <br />Bend, Indiana, that it will be in the best interests of the community to make such housing available as low - <br />rent housing for families of low income. <br />Section 2. That the City Council of the City of South Bend, Indiana does hereby request the conveyance of such <br />housing to the Housing Authority of The City of South Bend to be administered as low -rent housing for families <br />of low income. <br />Section 3. This resolution shall be in.full force and effect from and after its passage. <br />Councilman Kemper made a motion that the resolution be tabled. Councilman Bestle seconded the motion. Motion <br />lost by a r611 call vote of 4 ayes (Erler, Bestle, Glass and Kemper); 4 nays (Korpal, Tellson, Niezgodski and <br />Mus zynski) . <br />Councilman Niezgodski made a motion that the resolution be held in Council for further study. Councilman <br />Muszynski seconded the motion. Motion - carried b a roll call vote of 7 ayes (Erler, Korpal, Tellson, Bestle, <br />Niezgodski, Glass and Muszynski) - 1 nay (Kemper- <br />There being no further business, Councilman Niezgodski made a motion to adjourn, which motion was seconded by <br />Councilman Tellson.
