<br />REPORT OF THE COMMITTEE OF THE WHOLE
<br />To the Common Council of the City of South Bend:
<br />Your Committee of the mole to whom was - referred "An Ordinance amending Section 5 of Ordinance No. 3743, commonly
<br />known as Fire Prevention Ordinance, adopted on April 24, 1950 ".
<br />Respectfully report that they have.examined the matter and that in their opinion this ordinance be held in the
<br />Committee of the Whole until January 8th, 1951 ".

<br />Your Committee of the Whole to whom was referred "An Ordinance reducing certain items in the 1950 South Bend,
<br />Indiana, Municipal Civil City Budget; and appropriating from the General Fund of said City the sum of Eight
<br />Thousand.Six Hundred ($8,600.00)-Dollars; and also appropriating from the General Street and Traffic Fund of
<br />said City the sum-of Six Thousand One Hundred Ten ($6,110.00) - Dollars, all to certain other budgetary items
<br />of the 1950 budget of the Municipal Civil City of South Bend, Indiana, and declaring an extraordinary emergency.'
<br />Councilman Niezgodski made a motion that the report be accepted. Councilman Glass seconded the motion. Motion
<br />carried.

<br />AN ORDINANCE REDUCING CERTAIN ITEMS IN THE 1950 SOUTH BEND,
<br />INDIANA, MUNICIPAL CIVIL CITY BUDGET; AND APPROPRIATING FROM
<br />THE GENERAL FUND OF SAID CITY THE SUM OF EIGHT THOUSAND SIX
<br />HUNDRED ($8,600.00) DOLLARS; AND ALSO APPROPRIATING FROM THE
<br />GENERAL STREET AND TRAFFIC FUND OF SAID CITY THE SUM OF SIX
<br />THOUSAND ONE HUNDRED TEN ($6,110.00) DOLLARS, ALL TO CERTAIN
<br />OTHER BUDGETARY ITEMS OF THE 1950 BUDGETARY ITEMS OF THE 1950
<br />BUDGET OF THE MUNICIPAL CIVIL CITY OF SOUTH BEND, INDIANA, AND
<br />DECLARING AN EXTRAORDINARY EMERGENCY.
<br />The ordinance was given third reading and passed by a roll call vote of 7 ayes - 0 nays - 1 absent (Bestle).
<br />RESOLUTION
<br />WHEREAS; The citizens of this community have long been in need of satisfactory transportation facilities in the
<br />course of their every day lives, and
<br />WHEREAS; These same citizens have recently been`burder kith a rate increase for bus transportation in this
<br />community, and
<br />WHEREAS: The people did not object to a rate increase due to the fact that they expected adequate transportation
<br />facilities to be provided by the Northern Indiana Transit Company in return for the increase fares that
<br />were to be charged, and
<br />WHEREAS: The people of this community are now, and have been, objecting to the poor bus schedules, unclean
<br />buses, insufficient bus capacity, and the general unsatisfactory accommodations and facilities that
<br />the Northern Indiana Transit Company is, and has been, trying to pass off as a public service, and
<br />WHEREAS: These unsatisfactory bus accommodations have forced many citizens of this community to use their
<br />personal cars for transportation to and from work thus adding to an already serious traffic problem
<br />during certain hours of the day, and
<br />WHEREAS: This unsatisfactory bus service not only places limitations and problems before the people in the
<br />course of their every day lives, but these same unsatisfactory conditions give our community a black
<br />eye in the eyes of travelers to this area that have occasion to try to use this so- called public
<br />service, and
<br />WHEREAS: As citizens of this community, we would like to take pride in all civic, governmental, private and
<br />public services that are offered to our citizens and such other people that may temporarily have
<br />occasion to use them, but in view of these unsatisfactory public services that are f oced upon the
<br />people, we are sadly lacking in things to take pride in; Therefore Be It
<br />RESOLVED: The St. Joseph County Industrial Union Council - CIO go on record as requesting the Mayors of South
<br />Ben(And Mishawaka, The Association of Commerce of South Benc�And Mishawaka to investigate and take
<br />whatever steps are necessary to see that bus service in this community is improved; and Be It Finally
<br />RESOLVED: That copies of this resolution be sent to George A. Schoek, Mayor of South Bend; E..Spencer Walton,
<br />Mayor of Mishawaka; E. L. Bach, Executive Secretary of the South Bend Association of Commerce and F. H.
<br />Krueckeberg, Executive Secretary of the Mishawaka Chamber of Commerce, and Raymond R. Smith, President
<br />of the Northern Indiana Transit Company.
