<br />REPORT OF THE COMMITTEE OF THE WHOLE
<br />To the Common Council of the City of South Bend: September 25, 1950
<br />Your Committee of the Whole to whom was referred "An Ordinance reducing a certain item in the 1950 South Bend,
<br />Indiana, Municipal Civil City Budget, in the Police Department; and appropriating from the General Fund of said
<br />City the sum of Six Thousand Seven Hundred Dollars ($6,700.00), all to certain other budgetary items of the 1950
<br />budget of the Municipal Civil City of South Bend, Indiana, and declaring an extraordinary emergency.
<br />Respectfully report that they have examined the matter and that in their opinion this ordinance should go to the
<br />Council as favorable.

<br />AN ORDINANCE REDUCING A CERTAIN ITEM IN THE 1950 SOUTH
<br />BEND, INDIANA, MUNICIPAL CIVIL CITY BUDGET, IN THE POLICE
<br />DEPARTMENT; AND APPROPRIATING FROM THE GENERAL FUND OF SAID
<br />CITY THE SUM OF SIX THOUSAND SEVEN HUNDRED DOLLARS ($6,700.00),
<br />ALL TO CERTAIN OTHER BUDGETARY ITEMS OF THE 1950 BUDGET OF THE
<br />MUNICIPAL CIVIL CITY OF SOUTH BEND, INDIANA, AND DECLARING AN
<br />EXTRAORDINARY EMERGENCY. .
<br />The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays.

<br />AN ORDINANCE REDUCING CERTAIN ITEMS IN THE 1950 SOUTH BEND, INDIANA,
<br />MUNICIPAL CIVIL CITY BUDGET; AND APPROPRIATING FROM THE GENERAL FUND
<br />OF SAID CITY THE SUM OF ELEVEN THOUSAND AND EIGHTY -TWO DOLLARS ($111082.00);
<br />AND ALSO APPROPRIATING FROM THE GENERAL STREET AND TRAFFIC FUND OF SAID CITY
<br />THE SUM OF FOUR THOUSAND NINE HUNDRED DOLLARS ($4,900.00), ALL TO CERTAIN
<br />OTHER BUDGETARY ITEMS OF THE 1950 BUDGET OF THE MUNICIPAL CIVIL CITY OF
<br />SOUTH BEND, INDIANA, AND DECLARING AN EXTRAORDINARY EMERGENCY.
<br />The ordinance was given first reading by title and second reading in full. Councilman Korpal made a motion
<br />r _that the ordinance be referred -to the Committee of the Whole for public hearing on October 9th. Councilman
<br />Tellson seconded the motion. Motion carried.
<br />NEW BUSINESS
<br />President Erler reported on the activities of the.,Anti -Air Pollution Committee. Councilman Glass made a motion
<br />that the Committee continue to work along the line recommended by Mr. Lammers, Chairman of the National Coal
<br />Producers Committee for Smoke Abatement, and a copy of this report to be incorporated in the minutes. Councilman
<br />Tellson seconded the motion. Motion carried.
<br />REPORT OF ANTI -AIR POLLUTION COMMITTEE:
<br />Your Committee for anti -air pollution has studied the anti -air pollution problem for approximately one year.
<br />During this time considerable technical material on air pollution has been collected, including anti -air
<br />pollution ordinances passed by other- cities.
<br />With the cooperation of the Engineers Club, Mr. Harrington one of the outstanding combustion engineers in the
<br />country and technical adviser to Department of Smoke Inspection for the City of Chicago, addressed a meeting
<br />here.
<br />Mr. H. B. Lammers, Combustion Engineer, Chairman of the National Coal Producers Committee for smoke abatement
<br />addressed a public meeting in the Council Chambers on June 16, 1949.
<br />Mr. Lammers and his committee have written anti -smoke ordinances for approximately 65 cities including Toronto,
<br />Philadelphia, Columbus, Niagara Falls, and many others which have proved successful. This was done only after
<br />a survey was made of each city. They have agreed to do the same for South Bend, under the conditions set forth
<br />in the following letter. We have also been promised the cooperation of the Combustion Engineers of,South Bend.
<br />It has been estimated by Lammers that much of the coal burning equipment in South Bend is 25 to 30 years old.
<br />This has been the experience in many other cities.
<br />Progress the past winter in smoke abatement has been beset with some difficulties due to the coal strike.
<br />Indiana Statutes require Indiana coal be used in Public Buildings. Some of our public buildings of South Bend
<br />are the worst offenders, especially the school buildings. The City, therefore, has the responsibility of
<br />cleaning up its own smoke.
<br />Some progress has been made in isolated cases by the City appealing to individuals to clean up there own smoke.
<br />The Penn. Railroad which have been using three coal burning engines in their switch yards have replaced two with
<br />an oil burning engine and have promised to replace the others.
<br />The New York Central Railroad Co. is planning to replace all the coal burning engines with oil burners.
