REGULAR MEETING AUGUST 28TH, 1950 <br />REPORT OF CITY_.PLAN COMMISSION <br />To the Common Council <br />City of South Bend, Indiana <br />Gentlemen:: <br />At the August 3, 1950 meeting of the City Plan Commission, after public hearing, it was unanimously recommended <br />that the Zoning Ordinance of South Bend, Ordinance No. 3702 be amended to admit all buildings or uses which are <br />publicly owned and involving public health, welfare or safety to all use districts of the city. <br />The City Attorney has been asked to prepare such an ordinance. <br />Yours truly <br />D. Motion <br />carried. <br />ORDINANCE <br />AN ORDINANCE TO AMEND SECTION 3, SECTION 4 -A, OF <br />ORDINANCE NO..3702, ADOPTED BY THE COMMON COUNCIL. <br />ON -JUNE 13, 1949, C3MON1,Y_KN0 X.AS THE ZONING <br />ORDINANCE, AND ADDING THERETO SECTION 17 -A. <br />The ordinance was given first reading by title and second reading in full. Councilman Niezgodski made a motion <br />that the ordinance be referred to the next Council meeting on September 11th. Councilman Tellson seconded the <br />motion. Motion carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: August 28th, 1950 <br />Your Committee of the Whole to whom was referred "An Ordinance appropriating moneys for the purpose of defraying <br />the expenses of all budget - operated departments of the "Civil City of South Bend, Indiana, for the fiscal year <br />beginning January 1, 1951, and ending December 31, 1951, including departments, funds and commissions for which <br />money is appropriated, in whole or in part, from funds other than the general funds of said city, to wit: <br />Street, Traffic and Park. Departments, Firemen's Pension and Policemen's Pension Funds, and the City Plan <br />Commission: providing that such appropriations shall include all outstanding claims and obligations: fixing <br />the salaries of all City Officials and Employees: repealing all ordinances and parts of ordinances.in conflict <br />herewith: providing a- time when the same shall take effect ". <br />Respectfully report that they have examined the matter and that in their opinion the item in the Police Department <br />the number of patrolmen in Account No. P -11 should be amended to read 109 in the total sum of $387,386.00; and <br />the following items in the Park Department, to -wit: Account No. 43, Drives and lklks, be amended to read 42,000.00 <br />and Account No. 711, Building and Fixed Equipment,.be amended to read.16,810.00; and Account No. 726, Other <br />Equipment, be amended to read $2,591.00; and that so amended the ordinance be reported to the Council favorable. <br />STANLEY '0. Motion. <br />carried. <br />ORDINANCE NO. 3775 (AS AMENDED) <br />AN ORDINANCE APPROPRIATING MONEYS FOR THE PURPOSE OF <br />DEFRAYING THE EXPENSES OF ALL BUDGET - OPERATED DEPARTMENTS <br />OF THE CIVIL CITY OF SOUTH BEND, ..INDIANA, FOIL. 'THE FISCAL <br />YEAR- BEGINNING.JANUARY 1,.1951, AND.ENDING.DECEMBER 31, <br />1951, INCLUDING DEPARTMENTS, FUNDS AND COMMISSIONS: " FOR <br />WHICH MONEY IS.APPROPRIATED, IN WHOLE 0R.IN PART, FROM <br />FUNDS OTHER THAN THE GENERAL FUNDS OF SAID CITY, TO WIT: <br />STREET, TRAFFIC AND PARK DEPARTMENTS, FIREMEN'S PENSION <br />AND POLICEMEN'S PENSION FUNDS, AND THE CITY PLAN COMMISSION: <br />PROVIDING THAT SUCH APPROPRIATIONS SHALL INCLUDE ALL OUT- <br />STANDING CLAIMS AND OBLIGATIONS: FIXING THE SALARIES OF <br />ALL CITY OFFICIALS.AND.ENPLOYEES: REPEALING ALL ORDINANCES <br />AND PARTS OF ORDINANCES IN CONFLICT HEREWITH: PROVIDING <br />A TIME WHEN- THE.SAME SHALL TAKE EFFECT. <br />The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: August 28th, 1950 <br />Your Committee of the Whole to whom was referred "An Ordinance fixing the Tax Levy for the year 1951 for the <br />Municipal Civil City of South Bend, Indiana". <br />Respectfully report that they have examined the matter and that in their opinion the tax levy be amended as <br />follows:: General Fund to read $.973; Street and Traffic Fund to read .021; Park Maintenance Fund to read .135; <br />Firemen's Pension Fund to read .07; Police Pension Fund to read .038; Total of levy to read 1.488, and that the <br />ordinance as amended be reported to the Council favorably. <br />STANLEY C.
