ORDINANCE N0. 3728 <br />AN ORDINANCE REDUCING CERTAIN ITEMS IN THE 1949 SOUTH <br />BEND, INDIANA, MUNICIPAL CIVIL CITY BUDGET IN SEVERAL <br />OFFICES AND DEPARTMENTS THEREOF, AND APPROPRIATING <br />SPECIFIC SUMS FROM THE GENERAL FUND AND FROM THE GENERAL <br />STREET AND TRAFFIC FUND OF SAID CITY TO CERTAIN OTHER <br />BUDGETARY ITEMS OF THE 1949 MUNICIPAL CIVIL CITY BUDGET <br />OF SOUTH BEND, INDIANA, AND DELCARING AN EXTRAORDINARY <br />EMERGENCY. <br />The ordinance was given third reading knd .passed by a roll call vote of 8 ayes - 0 nays. <br />RESOLUTION <br />RESOLUTION AUTHORIZING CERTAIN PAYMENTS TO BE MADE <br />TO SALARIED CITY EMPLOYEES <br />WHEREAS, the City of South Bend, Indiana, is approaching the close of its fiscal year, and <br />WHEREAS, the office of the City Controller will be required to make numerous payments and close its numerous <br />and complicated accounts; and, <br />WHEREAS, it is desirable that the work of said office be simplified when possible; nor,. <br />THEREFORE, be it resolved by the Common Council of the City of South Bend, Indiana: <br />Section 1. That all salaried officers and employees of the City shall be paid their salaries for the month <br />of December, 1949, on the 20th day of said month. <br />Section 2: The Controller of the City of South Bend is hereby authorized to make said salary payments upon <br />said date. <br />Section 3. This Resolution shall be in full force and effect from and after its passage by the Common Council <br />and approval by the Mayor. <br />WALTER C. Motion carried by 's, roll call vote of 8 ayes - 0 nays. <br />RESOLUTION <br />TO THE SOUTH BEND COMON COUNCIL: <br />1. WHEREAS, in the year 1942 after careful and exhaustive investigation your honorable council declared the <br />need of public housing for loan income groups of South Bend, Indiana and passed Ordinance No. 3370 authorizing <br />the Mayor to sign a cooperation agreement with the South Bend Housing Authority and <br />2. WHEREAS, since said date the need for said program has greatly increased as attested by the fact that there <br />'is a present waiting list of 900 World War II Veterans alone for the housing now operated by the South Bend <br />Housing Authority and <br />3. WHEREAS, as of August 30, 1949.there were 8,558 families living in substandard homes in South Bend of which <br />1,348 families were doubled up with other families. <br />4. And, whereas, the public housing program in addition to the supplying of a definite need will bring eleven <br />million dollars into the business community of our city as an indident to such program. <br />5. Therefore, be it resolved that in view of the ascertained need for a public housing program in South Bend, <br />we heartily favor such a program for South Bend and <br />6. Be it further resolved that we request the South Bend City Council as such and the members thereof as <br />individual citizens to exert their influence with the South Bend Housing Authority to the end that a public <br />housing program will be accomplished as soon as possible. <br />7. Be it further resolved that copies of this resolution be sent to the Mayor; the members of the Common <br />Council of South Bend; the members of the Housing Authority of South Bend, Indiana. <br />(Signed) CHARLES 8. Motion carried. <br />Councilman Muszynski made a motion that the Committee postpone consideration of report for two weeks. <br />Councilman Korpal seconded the motion. Motion carried. <br />NEW BUSINESS <br />Councilman Muszynski made a motion to request the Board of Public Works and Safety to contact -the Northern <br />Indiana Transit, Inc. to give greater courtesy to the public on the part of its bus drivers, and that busses <br />stop at all corners. Councilman Niezgodski made an amendment to the motion that the bus company see that <br />curbstones are cleared of ice and snow and that the bus drivers be made to pull up next to the sidewalk. <br />Councilman Tellson seconded the motion. Motion carried. <br />There being no further business before the Council, Councilman Korpal made a motion to adjourn, which motion <br />was seconded by Councilman Niezgodski.
