REPORT OF CITY PLAN COMMISSION <br />To the Common Council <br />City of south Bend, Indiana <br />Gentlemen: <br />October 8, 1949 <br />1949 <br />583 <br />The 'City Plan Commission has held a public hearing on the petition of Wm. S. Reed, et al for change of zoning <br />of the northeasterly side of Portage Ave. from Golden Ave. to Angela Ave. and the southwesterly side of <br />Portage Ave. from the easterly side of Lot 3 in Bull& and Patton's Addition from "A" residence district to <br />"A -1" residence district. <br />This change is recommended. <br />CITY PLAN COMMISSION <br />D. Moomaw, Sooty* <br />Councilman Niezgodski made a motion that the report be accepted. Councilman Rostle seconded the motion. <br />Motion carried. <br />REPORT OF CITY PLAN COMMISSION <br />To the Common Council <br />City of south Bend, Indiana <br />Gentlemen: <br />October 8, 1949 <br />On October 6th, 1949, the City Plan Commission held a public hearing on an Ordinance to change the zoning of <br />Lots No. 50 60 70 8, 9, 10, 11, 12, 13 in Morris Park Addition and Lots 117, 1180 1190 187, 188, 189 in <br />Northwest Second Plat from B residence and A height and area districts to C commercial and D height and area <br />districts. <br />The accompanying remonstrance was filed by property owners in that vicinity against this change* <br />The City Plan Commission recommends this change. <br />These lots are on Portage Ave. between Bulla Sto, on the westerly side and Kinyon St* including two lots North <br />of Kinyon Ste and on the easterly side between Queen St. and Kinyon St. <br />CITY PLAN COMMISSION <br />D. Moomaw, Sooty* <br />Councilman Niezgodski made a motion that the ordinance be held up for two weeks for further study. Councilman <br />Korpal seconded the motion. Motion carried by a roll call vote of 5 ayes - 2 nays (Bootle & Glass) 1 absent <br />(Kemper). <br />REPORT OF MAYOR SCHOCK'S RAILROAD COMMITTEE <br />Mayor $chock's Railroad Committee reported on improvements to date on the various railroads. Councilman <br />Niezgodski made a motion that the Railroad Committee's report be accepted. Councilman sestle seconded the <br />motion. Motion carried. <br />Councilman Korpal made a motion that the Council be furbished with a copy of the Railroad Committee's report. <br />Councilman Tel -loon seconded the motion. Motion carried. <br />Councilman Niezgodski made a motion that ,the City Attorney draft an ordinance to compel railroad companies <br />to fulfill their safety improvements with the City or provide a penalty for undue delays. Councilman Glass <br />seconded the motion. Motion carried. <br />COMPLAINT <br />Mr. Albert Tellsons, <br />September 24, 1949 <br />We wish to file a complaint on Indiana Ave. 1900 block. The street is narrow and bumpy. We have trucks with <br />heavy loads of steel morning and night. It causes damage to our street in front of our homes. We had four <br />water breaks all- ready. <br />The whole house shakes which means we have large repair bills every, year. <br />(Signed) JOHN POLCYN <br />1901 N', Indiana Ave. and 22 other signers <br />Councilman Tellson made a motion that the complaint be referred to the Board of Public Works. Councilman <br />Korpal seconded the motion. Motion carried. <br />ORDINANCE NO. 3718 <br />AN ORDINANCE REDUCING CERTAIN ITEMS IN THE 1949 SOUTH BEND, INDIANA, <br />MUNICIPAL CIVIL CITY BUDGET IN SEVERAL MEPARTMENTS AND. OFFICES.THEBEOF, <br />AND APPROPRIATING SPECIFIC SUMS FROM THE GENERAL FUND, AND FROM THE <br />GENERAL STREET AND TRAFFIC FUND, OF SAID CITY, TO CERTAIN OTHER <br />BUDGETARY ITEMS OF THE 1949 MUNICIPAL CIVIL CITY BUDGET OF SOUTH <br />BEND, AND DECLARING AN EXTRAORDINARY EMERGENCY. <br />The ordinance was given third reading and passed by a roll call vote of 7 ayes • 1 absent (Kemper). <br />ORDINANCE NO. 3719 <br />AN ORDINANCE AMENDING ORDINANCE N0. 3702 AS PASSED BY THE COMMON <br />COUNCIL JUNE 13, 1949 AND COMMONLY KNOWN AS THE ZONING ORDINANCE <br />OF THIS SOUTH BEND, INDIANA.
