REGULAR <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the <br />Council Chamber, May 9th, 1949, at 8:10 P.M. with all members present. President Erler presided at the <br />meeting, The reading of the minutes of the previous meeting was waived. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />May 9th, 1949 <br />Your Committee of the Whole to whom was referred "AN ORDINANCE AMENDING ARTICLE IV OF ORDINANCE N0. 3146, BY <br />ADDING A NEW SECTION TO BE KNOWN AS 4* RELATING TO THE PARKING OF CERTAIN TYPES OF VEHICLES ON THE STREETS <br />OF THE CITY OF SOUTH BEND, INDIANA, AND PROHIBITING THE PARKING OF SUCH VEHICLES DURING CERTAIN HOURS AND <br />PROVIDING FOR PENALTIES FOR VIOLATIONS*. <br />Respectfully report that they have examined the matter and that in their opinion this ordinance should go to <br />the Council as favorable. <br />STANLEY Co KORPAL, Chairman <br />Councilman Kemper made a motion that the report be accepted. Councilman Niezgodski seconded the motion. <br />Motion carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bends <br />May 9th, 1949 <br />Your Committee of the 'Whole to whom was referred "AN ORDIN NCE TO AMEND ORDINANCE NO. 2331, AS AMENDED, WHICH <br />ORDINANCE IS COMMONLY CALLED THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND". <br />Respectfully report that they have examined the matter and that in their opinion this ordinance should go to <br />the Council as favorable. <br />STANLEY C. KORPAL,- Chairman <br />Councilman Kemper made a motion that the report be accepted. Councilman Beetle seconded the motion. Motion <br />carried. <br />REPORT OF BOARD OF PUBLIC WORKS AND SAFETY <br />Members of the Common Council <br />Council Chambers, City Hall <br />South Bend, Indiana <br />Gentlemen: <br />May 4, 1949 <br />Attached hereto please find copies of reports submitted by Mr. William Qualls, Electrical Superintendent, on <br />petitions for street lights at the following locationst Kentucky and Ford Streets; Kentucky and Dunham Streets <br />Vermont Place near Circle; Revere Place near Circle; Illinois and Huron; Illinois and Ford Streets; Wellington <br />and Huron Streets; Wellington and Ford Streets; St. Louis and St. Vincent Streets; Napoleon and Hill Streetej <br />Georgianna Street at the firstralley north of South Bend Avenue; Emerson and Hildreth Streets; change light <br />from 1000 lumen to 4000 lumen at Emerson and Ruskin Streets; Thirty -first and Pleasant Streets; 6000 lumen <br />slight on Eddy and Beyer Avenue; Meade Street between Bonds Avenue and Lincoln Way West; Hartzer between Meade <br />and Eclipse Place; Marietta between Dubail and Sayton Streets; Ewing and Oliver; Donald and Douglas; Donald <br />and Arnold Streets; Linden and Fremont Streets. <br />Mr. Qualls also informed the Board that lights ordered in at Oakside and Fellow Streets; South Bend Avenue <br />and Frances Streets; Thirty -sixth and Vine Streets; Michigan and Bowman Streets; Twenty - Eighth and Hastings <br />and Indiana and Swygart Streets, had been installed and are now in service. <br />Very truly yours, <br />BOARD OF PUBLIC WORKS & SAFETY <br />Freda G. Noble, Clerk <br />Councilman Korpal made a motion that the report be accepted. Councilman Kemper seconded the motion. Motion <br />carried.. <br />ORDINANCE N0. 3696 <br />AN ORDINANCE AMENDING ARTICLE IV OF ORDINANCE NO. 3146, BY <br />ADDING A WSW SECTION TO BE KNOWN AS NO. 4* RELATING TO THE <br />PARSING OF CERTAIN TYPES OF VEHICLES ON THE STREETS OF THE <br />CITY OF SOUTH BEND, INDIANA, AND PROHIBITING THE PARKING OF <br />SUCH VEHICLES DURING CERTAIN HOURS AND PROVIDING FOR PENALTIES <br />FOR VIOLATIONS. <br />The ordinance was given third reading and passed by a roll call vote of 8 ayes - O nays, <br />ORDINANCE NO. 3697 <br />AN ORDINANCE TO AMEND ORDINANCE NO. 2331, AS AMENDED, WHICH ORDINANCE <br />IS COMMONLY CALLED THE ZONING ORDINANCE OF THE CITY OF SOUTH BEND. <br />(lots between Louise & Roberts Sts* south from Ruskin St.) <br />The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. <br />ORDINANCE N0, 3698 <br />AN ORDINANCE APPROVING A CONTRACT MADE AND ENTERED INTO ON BEHALF OF THE <br />WATER WORKS OF THE CITY OF SOUTH BEND, INDIANA, BY ITS BOARD OF WATER <br />WORKS COMMISSIONERS, AND THE LAYNE NORTHERN COMPANY, INC., -OF MISHAWAKA., <br />INDIANA, FOR THE CONSTRUCTION OF TWO COMPLETE WELLS, KNOWN AS CONTRACT <br />NO. 11, IN THE SUM OF $340000.00. <br />The ordinance was given first reading by title and second reading in full. Counoilman Niezgodski made a <br />motion for suspension of rules. Councilman Kemper seconded the motion. Motion carried. <br />The ordinance was given third reading and passed by a roll call vote of 8 ayes - 0 nays. <br />
