549 <br />REGULAR MEETING <br />MARCH 28TH. 1949 <br />Be it remembered that the Common 'Council of the City of South Bend, Indiana, met in regular session in the <br />Council Chamber, March 28th, 1949, at 8:13 P.M. with all members present. President Erler presided at the <br />meeting. The reading of the minutes of the previous meeting was waived. <br />PETITION <br />We, the undersigned citizens of the City of South Bend, all being property owners and residing in the vicinity <br />of certain lots situated one block North of Jefferson Boulevard between 35th and 36th Streets, which said lots <br />are now being utilized as a dumping ground for trash, including empty food cans, rubbish, boxes,.paper and <br />miscellaneous debris, do hereby petition the City Council to take immediate actions <br />1. To prohibit any further dumping on said lots. <br />2. To cause the owners of saidxots to cover the miscellaneous rubbish <br />and trash with fill dirt or other sanitary material. <br />This petition is presented in the interest of health and sanitation inasmuch as the said dumping ground area <br />provides a breeding place for vermin, rodents, and insects and as such is.a decease breeding menace. <br />(125 Signers) <br />Councilman Kemper made a motion that the Council forward a resolution to the Board of Public Works to revoke <br />permit issued by the City for dumping. Councilman Muszynski seconded the motion. Motion carried. <br />REPORT OF THE-COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />March 28, 1949 <br />Your Committee.of the Whole to whom was referred "An Ordinance transferring the sum of One Thousand Seven <br />Hundred Fifty ($1,750.00) Dollars, from Account Number P -11, Salaries, Police Department, to Account Number <br />P -23, Instructions, Police Department; and the sum of Three Hundred Fifty ($350.00) Dollars, from Account <br />Number Z -62, Current Charges, Police Pension Fund, to Account Number Z -11, Salary, Police Pension Fund; and <br />the sum of Three Hundred Fifty (1350.00) Dollars, from Account Number Y -62, Current Charges, Firemen's Pension <br />Fund to 1ccount Number Y -11, Salary, Firemen's Pension Fund, and declaring an extraordinary emergency ". <br />Respectfully report that they have examined the matter and that in their opinion this ordinance should go to <br />the Council as favorable. <br />Councilman Niezgodski made a motion to accept the report. <br />carried. <br />REPORT OF BOARD OF PUBLIC WORKS AND SAFETY <br />Members of the Common Council <br />Council Chambers, City Hall <br />South Bend," InAiana <br />Gentlemen: <br />STANLEY C. Motion <br />March 21, 1949 <br />Attached hereto please find copies.of reports submitted by Mr. William Qualls, Electrical Superintendents for <br />street lights,at the following locationst O'Brien and Bull& Streets; Falcon and Jefferson Streets; Walnut <br />Street between Huron Street and Western Avenue and Cherry and Napier Streets. The Board approved.these lights. <br />Mr. Qualls also ,informed the Board that lights ordered in at Western and Lake Streets; 'Randolph and Clyde <br />.Streets; Brookfield Street at dead end; Grant street at dead end; Olive Street and Calhoun Streets; Olive <br />Street and Vassar Avenue, and a change from a 1000 lumen light to 4000 lumen light at Campeau and Jacob <br />Streets, had been installed and are now in service. <br />Very truly yours, <br />BOARD OF PUBLIC WORKS AND SAFETY <br />Fred G.
