[I REGULAR MEETING. JANUARY 24TH, 1949 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the <br />Council Chamber, January 24th, 1949, at 8x07 P.I., with all members present except Councilman Bestle. <br />President Erler presided at the meeting. Councilman Niezgodski made a motion to dispense with the reading <br />of the minutes of the previous meeting. Councilman Kemper seconded the motion. Lotion carried. <br />PETITION <br />To the Common Council of the <br />City of South Bend, Indiana <br />January 19, 1949 <br />The undersigned, owners of the property know as Pinhook Manor,a recorded plat in the City of South.Bend, <br />respectfully petition your honorable body to amend ordinance No. 2331 as it applies to the part of said <br />property described as foll.owss <br />All of the recorded plat of Pinhook Manor except lots numbered 1 to 22 inclusive., changing the same from A <br />residence district to B residence district. <br />LEO A. Councilman <br />Niezgodski seconded the motion. Motion carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: January 24, 1949 <br />Your Committee of the Whole to whom was referred "An Ordinance providing for the appointment of an additional <br />Barrett Law Clerk; fixing the salary thereof, and appropriating from the General Fund of the City of South <br />Bend, Indiana, the sum of Two Thousand Two Hundred (#2,200.00) Dollars to the following account of 1949 <br />budget: Office of City Treasurer, D -11, Salaries, and declaring an extraordinary emergency". <br />Respectfully report that they have examined the matter and that in their opinion this ordinance should go to <br />the Council as favorable. <br />STANLEY C. Councilman Glass seconded the motion. <br />Motion carried. <br />REPORT OF THE.COMMITTEE OF THE-WHOLE <br />To the Common Council of the City of South Bends <br />January 24, 1949 <br />Your Committee of the Whole to whom wa$ referred "An Ordinance appropriating from the General Street and <br />Traffic Fund of the City of South Bend, Indiana, the sum of Four Thousand ($4,000.00) DOLLARS t6 the following <br />account of the 1949 budget: Street Department, S -711, Properties, and declaring an extraordinary emergency. <br />Respectfully report that they have examined the matter and that in their opinion this ordinance should go to <br />the Council as favorable. <br />STANLEY C. Councilman Glass seconded the motion. <br />Motion carried. <br />REPORT FROM TRAFFIC DEPARTMENT <br />The Honorable Common Council January 15, 1949 <br />City of South Bend <br />South Bend 1, Indiana <br />Ret Petitions in regard to the sounding of train <br />whistles referred to Mayor Schock's railroad <br />Gentlemens committee on December 15, 1949. <br />The committee discussed this matter with the proper railroad officials at a meeting on January 11, 1949 and <br />asked that any unecessary sounding of train whistles and bells be stopped. <br />The committee asked that Ordinance Number 966, Article 1, Section 273, be strictly adhered to. <br />This ordinance reads as follows <br />Sec. 273. Whistles on Loasoiao tve. <br />It shall be unlawful for any person running or controlling any locomoative in this City to sound the whistle <br />thereof, or allow the same to be sounded within the corporate limits of this City except to prevent accident <br />that cannot be otherwise avoided and except in giving signals for the target.
