Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the <br />Council Chamber, November 22nd, 1948, at 8s.08 P.M. with all members present. President Niezgodski presided. <br />The reading of the minutes of the previous meeting was waived <br />PETITION <br />. <br />South Bend, Indiana <br />To the Mayor and the City Council <br />of the `City of South Bend, Indiana <br />GREETINGS: <br />November 19, 1948 <br />We, the undersigned, as taxpayers and voters and as designated representatives of the occupants of Southmore <br />and Beacon Heights, do hereby respectfully request: <br />"That the City Council go on record, rescinding its action on the resolution, voted upon in the previous <br />Council meeting, requesting the Federal Gover to release above named projects to the City of South Bend, <br />Indiana, as low income housing projects, as we feel that most of our people still are and will be engaged in <br />work for the Government". <br />We respectively request, that for the good of all concerned, this petition be recognized as a sincere appeal, <br />that a more sound solution may be found to this problem. <br />(4 Signers) Southmore <br />Respectfully, <br />(6 Signers) Beacon Heights <br />Councilman Korpal made a motion that the President appoint all members of the Council to study the petition <br />and report back to the Council on December 13th. Councilman Glass seconded the motion. Motion carried* <br />COMMUNICATION <br />Honorable Common Council of the <br />City of South Bend <br />South Bend, Indiana <br />Gentlemen: <br />November 18, 1948 <br />On august 99 1948, I filed a petition for the adoption of an ordinance amending Zoning Ordinance No. 2331 <br />by making a tract 9.16 acres in area available for light industrial uses. An Ordinance for that purpose was <br />Introduced and referred to the City Plans Commissions after public hearing thereon, the members of the Plan <br />Commission reported and recommended against the adoption of such ordinance. <br />Under these circumstances, I respectfully withdraw such petition so filed by me on behalf of William M. Hass <br />on August 9, 1948. It is my, opinion that the withdrawal of the petition automatically withdraws the ordinance <br />Itself* If, however, in the opinion of the City Attorney, further action on your part be required for the <br />withdrawal of the ordinance itself, I request that such action be immediately taken. <br />VGJ #AL <br />_ r <br />Councilman Erler made a motion that permission; be <br />seconded the motion. 'JONES, as the :agent of and <br />Attorney for William M. Hass <br />granted to withdraw the petition. Councilman Korpal <br />November 9, 1948 <br />ft <br />Attached hereto please find copies of reports submitted by Mr. William Qualls, Electrical Superintendent, on <br />petitions for street lights at the following locations: Sorin and Arthur Streets; Olive and Calhoun Streets; <br />where Bertrand dead -ends at Johnson Street; at Vassar and Olive Streets and eight lights in Bblle Village. <br />The Board approved these installations and directed Mr. Qualls to order them in. Also one 1000 lumen light <br />at the alley intersection on Elm Street between Colfax and Washington Avenues. <br />Mr. Qualls also informed the Board that lights ordered in at Washington Avenue and Ellsworth Place; Hastings <br />and 32nd Street; Brookfield Street and awing Avenue; 36th and Hastings Street; on Cherry Street between <br />Washington and Jefferson; at Fellows and Bowman Street and at LaPorte and Blaine Avenues. <br />Very truly yours., <br />BOARD OF PUBLIC WORKS AND SAFETY <br />C. Motion <br />carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE <br />To the Common Council of the City'of South Bends <br />November 22, 1948 <br />Your Committee of the Whole to whom was referred "An ordinance appropriating from ghe General Fund of the <br />City of South Bend of the following amount to the following indicated account of the 1948 budgets Fire <br />Department, Q-7249 Motor Equipment, $30,000.00, and declaring an extraordinary emergen oy." <br />Respectfully report that they have examined the matter and that in their opinion this ordinance shall go to <br />the Council as favorable. <br />STANLEY C.
