<br />Mr. Gilot questioned if any quotes were solicited from any other contractors. Mr. Paul South,
<br />Street Department, stated McIntyre Jones was sent a request for quotes also, but did not submit
<br />one. Ms. Greene noted that due to the number of unit prices, a bid tab would be created. Upon a
<br />motion made by Mr. Mecham, seconded by Mr. Relos and carried, the above Quotations were
<br />referred to the Street Department for review and recommendation.
<br />AWARD BID AND APPROVE CONTRACT — INFRARED PAVEMENT PATCHING —
<br />PROJECT NO. 113-014 STREETS —PAVING)
<br />Mr. Paul South, Director of Street Department, advised the Board that on July 23, 2013, bids
<br />were received and opened for the above referenced project. After reviewing those bids, Mr.
<br />South recommended that the Board award the contract to the lowest responsive and responsible
<br />bidder Asphalt Restoration Services, PO Box 2484, South Bend, Indiana 46680, in unit price
<br />amounts of $3.06/sft for 2" depth infrared patch and S3.13/sft for 4" depth infrared patch.
<br />Therefore, Ms. Roos made a motion that the recommendation be accepted and the bid be
<br />awarded and the contract approved as outlined above. Mr. Mecham seconded the motion, which
<br />carried.
<br />AWARD BID — ONE f 1 22-CUBIC YARD DUAL ARM SIDE -LOADING REFUSE TRUCK

<br />Mr. Matthew Chlebowski, Central Services, advised the Board that on July 23, 2013, bids were
<br />received and opened for the above referenced truck. After reviewing those bids, Mr. Chlebowski
<br />recommended that the Board award the contract to the lowest responsive and responsible bidder
<br />Best Equipment Co., Inc., 5550 Poindexter Drive, Indianapolis, Indiana, 46235 in the amount of
<br />S249,000.00 for the used demonstrator unit. Therefore, Ms. Roos made a motion that the
<br />recommendation be accepted and the bid be awarded as outlined above. Mr. Mecham seconded
<br />the motion, which carried.
<br />AWARD QUOTATION — EAST RACE FLOATING DOCK REPLACEMENT — PROJECT
<br />NO. 113-019A SEWER REHAB
<br />Mr. Patrick Henthorn, Engineering, advised the Board that on July 23, 2013, quotations were
<br />received and opened for the above referenced project. After reviewing those quotations, Mr.
<br />Henthorn recommended that the Board award the contract to the lowest responsive and
<br />responsible bidder, GUS Commercial Divers, Inc., 12839 Industrial Park Drive, PO Box 516,
<br />Granger, Indiana 46530, in the amount of $64,000.00. Therefore, Mr_ Mecham made a motion
<br />that the recommendation be accepted and the quotation be awarded as outlined above. Mr. Neal
<br />seconded the motion, which carried.
<br />AWARD Q110TATION — NORTH STATION RESERVOIR PAINTING — PROJECT NO. 113-
<br />028 WATER WORKS OPERATING
<br />Mr. John Wiltrout, Water Works, advised the Board that on July 23, 2013, quotations were
<br />received and opened for the above referenced project. After reviewing those quotations, Mr.
<br />Wiltrout recommended that the Board award the contract to the lowest responsive and
<br />responsible bidder, Ziolkowski Construction, Inc., 4050 Ralph Jones Drive, South Bend, Indiana
<br />46628, in the amount of $10,090.00. Therefore, Mr. Relos made a motion that the
<br />recommendation be accepted and the quotation be awarded as outlined above. Ms. Roos
<br />seconded the motion, which carried.
<br />APPROVAL OF REQUEST TO REJECT PROPOSALS — MANAGEMENT AND
<br />MARKETING OF THE CITY OF SOUTH BEND ORGANIC RESOURCES FACILITY
<br />In a memorandum to the Board, Mr. Al Greek, Environmental Services, requested permission to
<br />reject all proposals for the above referenced service. Mr. Greek noted in his Memorandum that
<br />Coker Composting and Consulting, the consultant assisting with the procurement of an outside
<br />contractor, stated that neither company submitting a proposal offered the City any cost savings
<br />over current expenses, nor did either proposal address the legacy pile of unscreened, unsold
<br />compost, which creates considerable financial uncertainty and potential liability for the City.
<br />Therefore, upon a motion made by Ms. Roos, seconded by Mr. Neal and carried, the above
<br />request to reject all proposals was approved.
<br />APPROVE CHANGE ORDER NO. 1 — PRIMARY CLARIFIER REHABILITATION AND
<br />EQUIPMENT UPGRADES --- PROJECT NO. 111-071 CWASTEWATER CAPITAL FUND
<br />Mr. Gilot advised that Mr. Jacob Klosinski, Environmental Services, has submitted Change
<br />Order No. 1 on behalf of L.D. Docsa Associates, Inc., 1605 King Highway, Kalamazoo,
