AGENDA REVIEW SESSION <br />AUGUST 8, 2013 230 <br />work. Mr. South stated he will prepare a new specification for this work to be opened at the <br />Claims Review meeting on August 20, 2013. <br />- Reject Proposals — Management and Marketing of the City of South Bend Organic <br />Resources <br />Mr. Al Greek, Environmental Services, stated because the companies submitting proposals did <br />not give a plan to tackle the legacy pile and did not show a significant savings as shown in Ann <br />Arbor, Michigan, the proposals are to be rejected. Both companies submitting proposals were <br />shown to be losing money and are considered unstable. Mr. Eric Horvath, Public Works, stated <br />they will be attacking "Plan B" which is working with staff to take care of the problem before it <br />becomes an obligation. Prior to creating a plan, several ordinances will have to be implemented. <br />Mr. Gilot stated privatizing is an answer but if the City is comparable with private entities, we <br />need to raise our game. <br />Special Purchase — Sutphen Tower Aerial Apparatus <br />Mr. Jeffrey Hudak, Central Services, stated they are purchasing a used Model year 2001/2002 <br />Sutphen 100' Aerial Apparatus so replace the current ladder truck. This is a significant savings to <br />purchasing a new truck. Sutphen will rebuild the ladder and re -warranty it for 25 years. Chief <br />Cox stated that Enfocus evaluated the current truck being used, which was purchased in 1983, <br />and determined that it cost $18.00 per mile to drive. Even though the special purchase is ten <br />years old, it offers a significant savings over the current truck. The new truck also has a bucket <br />for rescuing rather than just a ladder. They will be bidding out several trucks later on this year to <br />replace other dilapidated trucks. <br />- Bid Award — 22-Cubic Yard Dual Arm Side -Loading Refuse Truck <br />Mr. Jeffrey Hudak, Central Services, stated the purchase is for the option of a demonstrator unit, <br />which is cheaper than new and will be available within four weeks instead of 28 weeks. Mr. <br />Horvath stated the truck is diesel instead of CNG, but two more trucks will be purchased soon <br />and will be CNG. Mr. Horvath stated the truck has been test driven and inspected. The ladder <br />will be able to be used on a newer model later on, saving the City money. Upon delivery, more <br />work will have to be done, but there is still a significant savings in purchasing this unit versus a <br />new one. <br />- Quotation Opening — Bonds Avenue Retention Are Landscape Improvements — Project <br />No. 113-021 <br />Mr. Jack Dillon, Engineering, stated this project is to solve complaints regarding the previous <br />work done through a sewer project in the same area. They are installing trees and plants in the <br />islands with a one-year maintenance agreement as part of the quotation. Work is expected to be <br />under $25,000.00. <br />- Alley Vacations — Notre Dame <br />Mr. Mike Danch, Danch Harper & Associates, Inc., stated the two vacations in question are left <br />over from the Eddy Street Commons work done by Kite Realty. There will be 16 townhomes <br />built. There are no utilities in the alleys being vacated. <br />- Deed of Dedication — 732 St. Peter Street <br />Mr. Michael Danch, Danch Harper & Associates, Inc., stated Notre Dame is working with the <br />property owners at 732 St. Peter Street to purchase four feet of their property in order to widen <br />the alleyway to 14 feet for safety reasons. The City will need to accept the dedication of property <br />by way of letter, which will be repaved by the builder. No new subdivisions or variances will be <br />needed for this widening. <br />- Change Order — Primary Clarifier Rehabilitation and Equipment Upgrades — Project No. <br />111-071 <br />Mr. Jacob Kloskinski, Environmental Services, stated the change order is for the addition of <br />conduits at the Headworks building to the primary buildings, controller modules switching from <br />SCL, which are not being made anymore and will be only be serviced for a short amount of time <br />longer. The numbers shown on the change order is a net amount of several decreases and <br />increases. <br />- Change Order— Fire Station No. 5 Demolition and Reconstruction —Project No. 111-015 <br />
