Develop Geoco—de d Services Land Management Agreement Database for Departments of Public Works and Community Investment Roos/Neal Subject to Legal; Mr. Gilot Recused Himself as an Unpaid Board Member for EnFocus APPROVAL OF PERMITS/LICENSES The following street closures and processions were presented for approval: Applicant Description Date/Time Location Motion Carried South Bend Non- August 17, Colfax or Orange from Gilot/Roos Chapter Indiana Residential 2013; 7:00 a.m. College to Birdsell *Comments Black Expo Block Party — to 4:00 p.m. Back to School Rally — Youth Explosion *Comments: Mr. Gilot stated that due to this event being held on a Saturday, for a good cause, and the recreation center and church in this block being utilized, the Board would agree to block this high -traffic road. Ms. Greene explained this should not set precedent; if it were a week day, during business hour traffic, the Board could not approve the closing of a major thoroughfare. Riley High Procession — October 4, From Riley High School Roos/ Mccham School Homecoming 2013; 4:00 p.m. on Fellows Street, to Parade to 6.30 p.m. Ireland Road, East to Miami Street, South to Jackson Road, West to Jackson Field APPROVAL OF REVOCABLE PERMIT FOR ENCROACHMENT - 123 WEST WASHINGTON STREET Mr. Gilot stated a Revocable Permit has been received from. Woochi Japanese Fusion and Bar, 123 West Washington Street, South Bend, Indiana 46601, for the purpose of placing a temporary railing for their sidewalk cafe in the right-of-way at 123 West Washington Street. The encroachment shall remain in the right-of-way until the Board of Public Works of the City of South Bend determines that such encroachment is in any way impairing or interfering with the highway or with the free and same flow of traffic. Engineering stated 5' minimum clearance for handicapped access must be maintained. Upon a motion made by Ms. Roos, seconded by Mr. Neal and carried, the Revocable Permit was approved. APPROVAL OF REVOCABLE PERMIT FOR ENCROACHMENT — 1233 NORTH EDDY STREET Mr. Gilot stated an application for a Revocable Permit has been received from Eddy Street Commons at Notre Dame/Kite Realty Group, 1233 North Eddy Street, South Bend, Indiana 46617, for the purpose of the installation of a sign for public parking at 1233 North Eddy Street. The encroachment shall remain in the right of way until the Board of Public Works of the City of South Bend determines that such encroachment is in any way impairing or interfering with the highway or with the free and same flow of traffic. The Police Department stated the sign may interfere with pedestrian traffic and would not be able to be seen due to parked vehicles. They suggested affixing the sign to the parking garage itself. Mr. Gilot noted the parking garage is set back too far and the sign was being placed in a planter. He stated it should not cause any visual block. Upon a motion made by Mr. Gilot, seconded by Mr. Mecham and carried, the Revocable Permit was approved.
