Ms. Greene explained this should not set precedent; if it were a week day, <br />during business hour traffic, the Board could not approve the closing of a major thoroughfare. <br />Riley High Procession — October 4, From Riley High School Roos/ Mccham <br />School Homecoming 2013; 4:00 p.m. on Fellows Street, to <br />Parade to 6.30 p.m. Ireland Road, East to <br />Miami Street, South to <br />Jackson Road, West to <br />Jackson Field <br />APPROVAL OF REVOCABLE PERMIT FOR ENCROACHMENT - 123 WEST <br />WASHINGTON STREET <br />Mr. Gilot stated a Revocable Permit has been received from. Woochi Japanese Fusion and Bar, <br />123 West Washington Street, South Bend, Indiana 46601, for the purpose of placing a temporary <br />railing for their sidewalk cafe in the right-of-way at 123 West Washington Street. The <br />encroachment shall remain in the right-of-way until the Board of Public Works of the City of <br />South Bend determines that such encroachment is in any way impairing or interfering with the <br />highway or with the free and same flow of traffic. Engineering stated 5' minimum clearance for <br />handicapped access must be maintained. Upon a motion made by Ms. Roos, seconded by Mr. <br />Neal and carried, the Revocable Permit was approved. <br />APPROVAL OF REVOCABLE PERMIT FOR ENCROACHMENT — 1233 NORTH EDDY <br />STREET <br />Mr. Gilot stated an application for a Revocable Permit has been received from Eddy Street <br />Commons at Notre Dame/Kite Realty Group, 1233 North Eddy Street, South Bend, Indiana <br />46617, for the purpose of the installation of a sign for public parking at 1233 North Eddy Street. <br />The encroachment shall remain in the right of way until the Board of Public Works of the City of <br />South Bend determines that such encroachment is in any way impairing or interfering with the <br />highway or with the free and same flow of traffic. The Police Department stated the sign may <br />interfere with pedestrian traffic and would not be able to be seen due to parked vehicles. They <br />suggested affixing the sign to the parking garage itself. Mr. Gilot noted the parking garage is set <br />back too far and the sign was being placed in a planter. He stated it should not cause any visual <br />block. Upon a motion made by Mr. Gilot, seconded by Mr. Mecham and carried, the Revocable <br />Permit was approved. <br />
