<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the
<br />Council Chambers, City Hall, May 24th, 1948, at 8:00 P.M., with all members present. President Niezgodski
<br />presided at the meeting. The reading of the minutes of the previous meeting was waived.
<br />COMMUNICATION
<br />Gentlemen:
<br />May 8, 1948
<br />A bill is being formulated for the state legislature entitled "Abatement of Smoke in Indiana ". The nature of
<br />this bill is not to discourage the use of any particular fuels, but to regulate and encourage the rp oper
<br />operation of fuel burning devices in order to keep the pollution of the atmosphere at a mindmum. Realizing
<br />that the larger cities of Indiana are most severely affected by this nuisance, letters of inquiry, as to their
<br />favorability of such a public measure, are being sent to all of the cities on that basis.
<br />Upon receipt of letter will you express your feelings on such legislation or kindly forward to an organization
<br />or interest group in your city that will inform the writer at the earliest possible date.
<br />Since Indiana has no state legislation on this subject and the apparent need for such is to great, I intend to
<br />have the subject bill introduced at the next session of the state legislature.

<br />May 21, 1948
<br />Attached herewith please find copies of reports made by Mr. Qualls to the Board of Public Works and Safety
<br />recommending the installation of a street light at the intersection of Queen and Allen Streets and also a
<br />street light at the intersection of Hawthorne Drive and Washington Street. The Board approved these
<br />recommendations and authorized Mr. Qualls to order them installed.
<br />Councilman Tellson made a motion that the report be accepted.

<br />Windingwood and Devonshire Drive; On Mishawaka Avenue between Eddy Street and Beyer Avenue; on Mishawaka Avenue
<br />at Beyer Avenue; At Mishawaka - ;Avenue and Oakland Street; at Mishawaka Avenue and Twyckenham Drive; at Mishawaka
<br />Avenue and Bellevue; on the North side of Mishawaka Avenue between Twyckenham Drive and Greenlawn Avenue, four
<br />lights; on the North side of Mishawaka Avenue between Greenlawn Avenue and 20th Street, two lights; on the
<br />South side of Mishawaka Avenue between Greenlawn and 20th Street; on Twyckenham Drive between Mishawaka Avenue
<br />and Wall Street, two lights; on Twyckenham Drive between Mall and Hoover Streets;- and two lights which had
<br />been turned off on Victoria Street between Clyde Street and Twyckenham Drive. These were all ordered installed
<br />by the Board.
<br />Mr. Qualls also informed the Board that lights ordered in at the alley intersection between Main and?:LaEayette
<br />North of Navarre Street; at Ewing Avenue and Gertrude Street; Prairie Avenue and Swygart Street; Prairie Avenue
<br />and Olive Street; Clyde Street and Calvert Street; on Wilbur Street between 'Elwood and Humboldt; and seven
<br />lights in the new addition bounded by Riverside Drive and Inglewood Place and Woodlawn Boulevard and Culver
<br />Place.
