REGULAR MEETING APRIL 12thi 1948 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the <br />Council Chambers, City Hall, April 12th, 19480 at 8:15 P.M., with all members present except Councilman <br />Muszynski. President Niezgodski presided at the meeting. The reading of the minutes of the previous meeting <br />was waived. <br />COMMUNICATION <br />The Honorable City Council of South Bend <br />City Hall <br />South Bend, Indiana <br />Gentlemen: <br />April 8, 1948 <br />The purpose of this letter is to inform you in brief of the activities of The Draymen Co. Due to recent articles <br />in the newspaper concerning rubbish haulers and proposed action by the city in rubbish collection this letter <br />was thought necessary. <br />This company has been engaged in rubbish removal since October 2, 1947, using the city dump which is used and <br />maintained by the City Street Department. On August 28, 1947, David. E. Wenger registered in the County Clerks <br />office as owner of The Draymen Co. A city refuse transporters license was obtained. In October of 1947 The <br />Draymen Co. became a member of the Association of Commerce of South Bend. The services of The Telephone Answering <br />Service have been engaged by The Draymen Co. <br />Rubbish removal service to customers of this company is on a weekly pickup basis. Service is guaranteed. A <br />phone call brings special service in case a customer is missed on any of their scheduled pickup days. <br />The Draymen Co. is at present operating in a- limited territory in South Bend, but hopes to extend its service <br />to all parts of the city in the near future.` This company is offering three types of rubbish removal service <br />with:charges ranging from 30� per week (during the cold months) to 55.50 per year (52 rubbish pickups). <br />It is my belief that rubbish removal in South Bend presents a varied problem due to the preferences and needs <br />of the individuals concerned. It is my belief that a one type rubbish removal service by city contract and <br />paid for by taxation would be unsatisfactory to the great majority of people concerned no matter what the cost <br />to then. <br />I will welcome an opportunity to address the City Council and explain in detail the rubbish removal picture as <br />I see its Any questions or inquires will be welcomed by me and answered to the best of my knowledge.. <br />Sincerely, <br />DAVID Ee WENGER <br />Councilman Korpal made a motion that the letter be placed on file. Councilman Glass seconded the motion. <br />Motion carried. <br />REPORT OF BOARD OF PUBLIC WORKS AND SAFETY <br />Members of the Common Council, <br />:City Hall, <br />South Bend, Indiana <br />Gentlemen: <br />April 8, 1948 <br />Mr., William Qualls, Superintendent of the Electrical Department, has informed the Board of Public Works and <br />Safety that street lights ordered installed at the following locations have been constructed and are now in <br />service: <br />On Liberty Street between Jefferson and Western <br />Corner of Howard and St. Peter Streets <br />Corner of Marquette and Meade Streets <br />Corner of Farneman and St. Joseph Streets <br />Corner of Olive and Longley Streets <br />_Bryan Street and Inglewood Place <br />Bryan Street and Sherman Street <br />Beale Street and Inglewood Place <br />Beale - Street and Sherman Street <br />Roosevelt Street and Inglewood Place <br />Roosevelt Street and Sherman Street <br />Rose Street and Inglewood Place <br />Very truly yours , <br />BOARD OF PUBLIC -WORKS AND SAFETY <br />C. Motion <br />carried. <br />REPORT OF BOARD OF PUBLIC WORKS AND SAFETY <br />Members of the Common Council <br />City Hall <br />South Bend, Indiana <br />Gentlemen: <br />March 29, 1948 <br />Attached hereto are reports submitted by Mr. Qualls recommending the installation of street lights at the <br />intersection of Calvert and Clyde Streets, Swygart Street and Prairie Ave=e and Gertrude Street and Ewing Avenue. <br />The Board approved the installation of these streets lights and directed Mr. Qualls to order them. <br />Mr. Qualls also informed the Board that street lights ordered in at Inglewood Place and Lathrop Place and Berkley <br />Place and Beverly Place had been installed and that a change from 2500 lumen lights to 4000 lumen lights had been <br />made in the lights -at Oakwood and Berkley Place and Hollywood and Berkley Place. <br />Very truly yours, <br />BOARD OF PUBLIC WORKS AND SAFETY <br />(C.
