REGULAR:: MEETING MARCH 22nd. 1948 Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council Chamber, City Hall, March 22nd, 1948, at 8:20 P.M., with all members present except Councilman Tellson. President Niezgodski presided at the meeting. The reading of the minutes of the previous meeting was waived. REPORT OF BOARD OF PUBLIC WORKS AND SAFETY Members of the Common Council City Hall South Bend, Indiana Gentlemen: March 22, 1948 Attached hereto are reports submitted by Mr. Qualls recommending the installation of street lights at Arnold Street and Western Avenue, Olive Street and Prairie Avenue and in a court between Main and LaFayette Boulevard just north of Navarre Street. The Board has approved these installations and ordered them in. Mr. Qualls also informed.the Board that lights ordered in at Hawthorne Drive and Jefferson Boulevard, Harris and Dunham Streets, on Walnut Street.at the Danish Hall, 24th and Hastings Streets and Crumstown and Iowa Streets had all been installed and were now in service. Councilman Muszynski seconded the motion. Motion carried. ORDINANCE AN ORDINANCE AMENDING ORDINANCE NO. 2331,(AS AMENDED) COMMONLY KNOWN AS THE ZONING ORDINANCE OF THE CITY OF-SOUTH BEND, INDIANA. This ordinance was given first and second reading. Councilman Erler made a motion that the ordinance be referred to the City Plan Commission. Councilman Kemper seconded the motion. Motion carried* ORDINANCE AN EMERGENCY APPROPRIATION ORDINANCE APPROPRIATING FROM THE GENERAL FUND OF THE CITY OF SOUTH BEND, INDIANA, OF THE FOLLOWING AMOUNTS TO THE FOLLOWING INDICATED ACCOUNTS OF THE 1947 BUDGET, FIRE DEPARTMENT, Q -222, GAS SERVICE AT FIRE STATIONS, $105.20; FIRE DEPARTMENT, Q -331, GASOLINE, $185.48; POLICE DEPARTMENT, P -331, OIL, $21.15; AND APPROPRIATING FROM THE GENERAL STREET AND TRAFFIC FUND OF THE CITY OF SOUTH BEND, INDIANA, OF THE FOLLOWING AMOUNTS TO THE FOLLOWING INDICATED ACCOUNTS OF THE 1947 BUDGET: STREET DEPARTMENT, S -252, REPAIRS TO EQUIPMENT, $102,41; STREET DEPARTMENT, S -262, MEDICAL AND SURGICAL, $100.00: STREET DEPARTMENT, S -331, GASOLINE, $2810.66, AND DECLARING AN EMERGENCY. This ordinance was given first and second reading. Councilman Korpal made a motion that the ordinance be set for public hearing April 12th, 1948, Councilman Kemper seconded the motion. Motion carried. ORDINANCE AN ORDINANCE TRANSFERRING MONEY FROM ACCOUNT NUMBER T -726, TRAFFIC SIGNALS AND OTHER EQUIPMENT, BOARD OF PUBLIC WORKS AND SAFETY - TRAFFI£ DEPARTMENT, TO ACCOUNT NUMBER T -724, MOTOR EQUIPMENT, BOARD OF PUBLIC WORKS AND SAFETY - TRAFFIC DEPARTMENT, $180.50, AND DECLARING AN EXTRAORDINARY EMERGENCY. This ordinance_ was given first and second reading. Councilman Korpal made a motion that the ordinance be set for public hearing April 12th, 1948. Councilman Kemper seconded the motion. Motion carried. ORDINANCE - AN ORDINANCE AMENDING ORDINANCE N0. 966, ADOPTED MAY 13, 1895, ENTITLED AS A GENERAL CODIFYING ORDINANCE, BY ADDING A NEW SECTION THEREON IN REFERENCE TO BLOCKING OF STREET CROSSINGS BY RAILROAD TRAIN OR CARS TO BE KNOWN AS SECTION 273 -1/2, AND PRESCRIBING PENALTIES. This ordinance was given first and second reading. Councilman Korpal made a motion that the ordinance be set for public hearing April 12th, 1948. Councilman Kemper seconded the motion. Motion carried. MOTION Mr. Carl W. Ginz, President of the Park Board; Mr. Lisle McNabb, Superintendent, and Mr. Hugh Woolverton, Member of the Board, appeared before the 'Council Monday night in response to a request for information as to what part the Park Department can play in combatting the spread of a scale infestation in maple trees in the River Park area and south section of the city. Councilman Glass made a motion that President Nipsgodski appoint a -Commlittee to work out a plan with the Board and make're commendations later. Councilman Erler seconded the motion. Motion carried. The Committee is composed of Councilman Stanley C. Korpal, Mro Glass and Mr. Erler.
