Be it remembered that the Common Council of the City of South Bend, Indiana,,met in regular session <br />in the Council Chambers, City Hall, on Monday, July 22nd, 1946, at 7:40 P.M., with all members present <br />except Councilman Richardson and McCarthy. The reading of the Minutessof the previous meeting was waived. <br />President Korpal presided. <br />COMMUNICATIONS: <br />The City Council, <br />City Hall, <br />South Bend, Indiana. <br />Gentlemen: <br />Holy Cross, Indiana. <br />July 13, 1946 <br />I am writing on behalf of the several hundred residents of Saint Mary's to register an objection to the <br />proposed site of the treatment plant in the vicinity of Riverside drive across the river f rom.our grounds. <br />In a recent investigation of the plant, now in operation at Marion, one -third of the visitors voted that <br />such a plant at the proposed Riverside drive site would be undesirable. 7hile the plant itself was deemed <br />by some to be "odorless" we cannot overlook the fact that the garbage wagons bringing refuse from the <br />city of South bend and distributing the sludge to the consumers would not be free of odor and would be <br />e.nything but desirable. <br />It is true that installing the treatment at a more remote site would involve an additional expenditure of <br />over a million dollars. However, when the great disadvantage to a large number of persons is weighed <br />against the proportionately small per capita expense to a. very much larger group over a long period of <br />years, it would seem that there should be no question as t6 the course to follow. Several years ago a <br />tract of land at Pinhook was purchased by the City from Saint 'I..ary's for the installation of the sewage <br />disposal system. It was a sacrifice on our part to give up that particular piece of land, but it was done <br />unhesitatingly for the good of the community because the spot is isolated and the project would be detri- <br />mental to no one. <br />As the population of the City of South fend increases the residents are gradually moving to the outskirts <br />of the city. As a civic project, the installation of a sewage and garbage disposal plant in the heart <br />of what may soon become a popular residential section lacks farsightedness. Such a plant should be con- <br />structed as far away from the city as possible and not along a constantly used river boulevard. <br />I respectfully submit this protest at <br />favor to our institution the site of <br />Councilman Brannan made a motion that <br />the motion. Motion carried. <br />PETITION <br />State of Indiana) 3$' TO THE HONORABLE MEMBERS OF T11E COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA. <br />St.Joseph County) <br />We, Chester E. Hawk and Mabel A. Hawk, husband and wife, state "we are the owners of Lot .Number One Hundred <br />Eighty -four (184) and Lot Number One hundred eighty -five (185), Second Plat of Park Place Addition to the <br />City of South Bend, Indiana; and that said property* is located on the South east corner of Eddy Street and <br />Chalfant Street in the City of South Bend, Indiana, and that said real estates are in "B" use District and <br />"B" Height and Area District pursuant to Ordinance No. 2331, which is known as the "Zoning Ordinance of the <br />City of South Bend." <br />Petitioners herein are desirous that said ordinance be amended by changing the zoning classification of the <br />above described lots from "B" residential district to "C.'..'
