II REGULAR MEETING APRIL 8th, 1946 <br />Be it remembered that the Common Council of the City of South Bend, Indiana,-met in regular session <br />in the Council Chambers, City Hall, on Monday, April 8th, 1946, at 7 :45 P.M., with all members present <br />except Councilman Hull. The reading of the Minutes of the previous meeting was waived. <br />COMMUNICATION: <br />A communication from Mrs. L.M. Coffman, 415 Victoria Street, South tend, in reference to the Bus Company <br />and the City acquiring the Old Grand Trunk Depot for a centralized bus terminal, was read. Councilman <br />Richardson made a motion that the communication be referred to the Transportation Committee. Councilman <br />Bishop seconded the motion. Motion carried. <br />COMMUNICATION: <br />A letter from C. _.R. Steck, Secretary of the St. Joseph - County Building Trades Council, dated April 3rd, <br />1946, with regard to firemen of the City of South Bend, doing painters work upon the City Fire Stations, <br />was read. Councilman Richardson made a motion that the communication be turned over to the Board of <br />i <br />Public Works and Safety, and that the Council concurs *th::thi6 a:etter. Councilman Niezgodski seconded <br />the motion. Motion carried. <br />COMMUNICATION: <br />A letter from Raymond E. McCloud, Secretary of the Trinity Methodist Church, dated March 29th, 1946, <br />with regard to a speaker provided by the Isaac Walton League, whb spoke on the sawage disposal, was read. <br />Councilman Niezgodski made a motion that the communcation be placed on file. Councilman McCarthy <br />seconded the. motion. Motion carried. <br />COMMUNICATION: <br />A letter from "The Happy Unfortunates of Southmore Heights "'dated March 29th, 1946, relative to change <br />of management at Southmore Heights, was read. Councilman Heideman made a motion that the communication <br />be turned over to the City Housing Authority for their attention. Councilman Bishop seconded the motion. <br />Motion carried. <br />PETITION: <br />South Bend, Indiana. <br />To the Honorable Board of-Public Works and Safety April 1, 1946. <br />of the City of South Bend, Indiana. <br />Gentlemen: <br />We, the undersigned property owners, petition your honorable body to install a street light on the corner <br />of Donald and Scott Streets. <br />(24 Signers) <br />Councilman Bishop made a motion that the petition be referred to the Board of Public Works and Safety. <br />Councilmen Heideman seconded the motion. Motion carried. <br />(Councilman Mirocha made a suggestion that Mr. Qualls, Supt. of the City Electrical Department, be <br />contacted and see what is holding up'these petitions ;. that there are several petitions on which nothing <br />has been done.) This was not in the form of a motion. <br />PETITION: <br />March 10th, 1946. <br />We, the undersigned respectfully request the South Bend City Council to authorize the installation of <br />four (4) additional street lights beginning with the corner light on East Fairview at Clyde Street and <br />extending two (2) blocks west to Marine Street. The concrete light posts are already installed and <br />all that would be required would be the top fixtures and bulb in each light. <br />(6 Signers) <br />Councilman Heideman made a motion that the petition be referred to the Board of Public Works and Safety. <br />Councilman Bishop seconded the motion. Motion carried. <br />PETITION: <br />A petition for mutual home ownership of Southmore Heights War Housing Project. <br />(105 Signers) <br />Councilman McCarthy made a motion that the communication from Mr. Reid, which accompanied the petition, <br />and the petition be accepted and placed on file. Councilman Bishop seconded the motion. Motion carried. <br />REPORT OF THE COMMITTEE OF THE 1EOLE <br />TD MIE COMMON COUNCIL-OF-THE CITY OF SOUTH BEND: <br />Your Committee of the Whole, to whom was referred an Ordinance amending Ordinance No. 2331, which is known <br />as the "Zoning Ordinance of the City of South Bend ", be amended by changing the zoning classification of <br />the following lots in the City of South Bend described as follows, to -wit: Lots numbered thirteen (13), <br />sixteen (16), seventeen (17), twenty (20), twenty -one (21) and twenty -four (24) as shown on the recorded <br />plat of Parry's Second Addition to the City of South Bend, St. Joseph County,•Indiana, from "B" Residential <br />District to "C" Commercial.District and from "B" Height and Area District to "D"; Height and Area District. <br />Respectfully report that they have examined the matter and that in their opinion this ordinance shall be <br />reported to the Council favorably. <br />Councilman Bishop made a motion that the report be accepted. Councilman Niezgodski seconded the motion. <br />Motion carried. <br />
