312 <br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in regular session in the Council <br />Chambers, City Hall, at 7:37 P.M. with all members present. President Pulaski presided. The reading of the minutes <br />of the previous meeting was.waived. <br />A communication, dated June 23, 1942, signed by Elmer F. Straub, Adjutant General of the State of Indiana, express - <br />ling appreciation for the deeding of certain property to the South Bend Armory, was read by the Clerk. The communic <br />Rion was ordered placed on file. <br />A communication, dated:June 30, 1942, signed by Herald B. Fites, Manager Avalon Grotto Regatta, expressing gratitude) <br />for cooperation of Council, was read by the Clerk and ordered placed on file. <br />CMWNICATION <br />RIVER PARK CIVIC ASSOCIATION, INC. <br />At the regular meeting of the River Park Civic Association, Inc. held July 7, 1942, in Veterans League Hall, the <br />following resolution was adopted:. <br />RESOLUTION <br />:NHEREAS, it is very important in these Yves times to collect all possible scrap metal; and <br />WHEREAS, the present system of collection of rubbish, tin cans and ashes by private - individuals is wasteful of tires <br />and does not lead to either the most efficient utilization of scrap metal or to adequate disposal of rubbish, tin car <br />and ashes; <br />NOW THEREFORE BE IT RESOLVED, That we the members of the River Park Civic Association, Inc. do hereby petition the <br />Common Council of the city of South Bend, Ind. for collection, by the city, of rubbish, tin cans and ashes; and that <br />(provision for this-.be made in the 1943 budget under a contract similar to that inforced for garbage collection. <br />Respectfully submitted by the River Park Civic Association, Inc. <br />R. Councilman <br />Niezgodski seconded the motion. Motion carried. <br />Councilman McCw thy made a further motion that the Clerk report to the petitioners that their petition has been <br />(referred to'the Ways and Means Committee and they will be advised of any action. Councilman Bishop seconded the <br />motion. Motion carried. <br />REPORT OF THE COMMITTEE OF THE 101OLE <br />To the Common Council of the City of South Bend: <br />July 13, 1942 <br />Your Committeeof the Whole to whom was referred "An ordinance transferring the sum of $300.00 from the account iden- <br />tified as E5 in the City's Ledger of Disbursements, being fruther identified as the Special Judge Fund in the appro- <br />priation for the department of City Judge to the account identified as E4 in the City's ledger of Disbursements, <br />(being further identified as the Judge Pro Tem Fund in the appropriation for the Department of City Judge and appro- <br />priating the said sum in use in payment of Judges Pro Tem." <br />Respectfully report that they have examined the matter and that in their opinion this ordinance shall go to the <br />(Council as favorable. <br />LEO M. The ordinance was passed by roll call vote of 9 ayes - 0 <br />nays. <br />ORDINANCE <br />AN ORDINANCE CONCERNING AND REGULATING THE SODDING OR PLANTING AND MAINTENANCE OF LAWNS, <br />AND THE TRP_4MING, PLANTING, R3gOVEL, USE, CARE, CUTTING, PRUNING, SPRAYING AND PRESERVA- <br />TION OF TREES, SHRUBS, VINES, HEDGES AND PLANTS UPON, ALONG, OR WITHIN THE LIMITS OF PUBLIC <br />STREETS, etc <br />The ordinance was given first and second reading. Upon motion of Councilman McCarthy, seconded by Councilman Bishop, <br />reading by title was accepted as second reading in view of the fact that each councilman had been given a copy. The <br />motion was carried. Councilman Bishop made a motion that the ordinance be referred to the Committee of the Whole <br />for public hearing on July 27. Councilman Niezgodski seconded the motion. Motion carried. <br />
