Be it remembered that the members of the Common Council met in regular session in the Council Chambers, Monday,
<br />January 13, 1941, at 7 :39 P.M. All members were present except Councilman McCarthy. President Richardson presided.
<br />There was a discussion as to whether or not the minutes of the previous meetings should be read in each Council
<br />meeting. It was agreed that this was unneceesary unless some particular matter was in question, and in such case,
<br />the minutes -would be read by the Clerk. Therefore, Councilman Hull made a motion that the reading of the minutes
<br />be deferred. Councilman Bishop seconded the motion. Motion carried by a vote of 8 ayes - 0 nays - 1 absent.

<br />At the last Council meeting, Mr. T. Earl Kuntz addressed the Council, calling attention to a situation which exi
<br />in front of his place of business on South Lafayette Street, south of Indiana Avenue, where a truck is parked in
<br />the street in front of his manufacturing establishment for long periods at a time, thereby causing annoyance and
<br />inconvenience to Mr. Kuntz.
<br />At that time you instructed me to investigate the situation for the purpose of determining whether we had any
<br />ordinance that would solve it, and if not, to draft an ordinance which would take care of the oomplaint: Section
<br />33 of Ordinance No. 3146, which is the Traffic Ordinance, provides as follows:
<br />"That the parking of vehicles on public streets or places of the city of South Bend,
<br />Indiana, in front of any building oocupied or used for business or professional
<br />purposes and not regulated by existing ordinances is hereby prohibited for ,& period
<br />exceeding three hours at a time, between eight o'clock, a.m. and six o'clock, p.m*
<br />on any day of the week, excepting Saturday, and on Saturday, between the hours of
<br />eight a.m. and nine p.m., and .holidays."
<br />I believe that this section of the :ordinance can be used to prohibit parking in front of Mr. Kuntz's place of
<br />business, for•.periods in . excess of three hours at a time. I am asking the police department to enforce this sec-
<br />tion of the ordinance in attempting to relieve the situation of which Mr. Kuntz complaintsq
