Be it remembered that the members of the Common Council met in regular session in the Council Chambers of the City <br />Hall, Monday, September 9, 1940, at 7:55 P. M. All members were present except Councilman Bishop. President <br />McCarthy presided. The reading of the minutes of the previous meeting was waived. <br />REPORT OF THE COMIITTEE OF THE WHOLE <br />To the Common Council of the City of South Bend: <br />9/9/40 <br />Your Committee of the Whole to whom was referred a petition for an ordinance to prohibit parking in certain sections <br />of the city during working hours - <br />Respectfully report that they have examined the matter and that in their opinion this petition shall be kept in the <br />Committee of the Whole for further consideration until the next meeting. <br />Leo M. Jordan, Chairman <br />Councilman Hull made a motion for the adoption of the report. Councilman Richardson seconded the motion. Motion <br />carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE Sept.. 9, 1940 <br />To the Common Council of the City of South Bend: <br />Your Committee of the Whole to whom was referred "An ordinance appropriating the sum of $1000.00 from the General <br />Fund of the City of South Bend for electric current for the Board of Works and appropriating the sum of $1500.00 <br />for coal and heat for the Board of Public Works and also appropriating the sum of $2500.00 for special Barrett Law <br />liquidation fund. <br />Respectfully report that they have examined the matter and that in their opinion this ordinance shall be referred to <br />the Council favorably. <br />Leo M. Motion <br />carried. <br />REPORT <br />OF THE <br />COMMITTEE OF STREETS, ALLEYS & BRIDGES <br />9/9/40 <br />To the <br />Common <br />Council of the City of South Bend: <br />Your Committee on Streets, Alleys & Bridges to whom-was referred a Resolution requesting a change in the stops made <br />by the bussess of the Northern Indiana Railway Corporation - <br />Respectfully report that they have examined the matter and that.in their opinion the Board of Safety and the Traffic <br />Engineer shall be given full cooperation in their newly initiated Pedestrian Safety drive for at least a year before <br />my other steps are taken in regard to the changing of bus stops from the near to the far side of the streets. This <br />decision was reached in a recent meeting with the representatives of the Studebaker Local No. 5, the Northern <br />Indiana Railway Corporation, the Board of Safety, and the Traffic Engineer. <br />Councilman Hull.nade a motion to accept . the report. <br />REPORT OF CITY PfAN COMMISSION <br />To the Common Council <br />City of South Bend, Ind. <br />Gentlemen: <br />Melton 0. Motion carried. <br />Sept. 6, 1940 <br />. <br />Petition of the Grand Trunk Western Railway Co. for the zoning of a tract of land running from Western Ave. at Laurel <br />St. southwesterly to the New York Central Railway, formerly a portion of the right of way of the petitioner, was <br />considered by 'the City Plan Commission at their regular meeting Sept. 5, 1940. <br />The City Plan Commission recommends classifying this tract as petitioned for - i.e. D use and F height and area <br />districts. <br />D. Moomaw, Sect. <br />Councilman Niezgodski made a motion for the acceptance of the report. Councilman Brannan seconded the motion. <br />Motion carried. <br />REPORT OF CITY PLAN COMMISSION <br />To the Common Council <br />City of South Bend, Ind. <br />Gentlemen: <br />Sept. 6, 1940 <br />The proposed ordinance for change of zoning classification from A use and A height and area district to D use and <br />F height and area district, of a tract of land 95 ft. x 270 ft. adjacent to the Drewry's U.S.A. Ltd. plant has been <br />considered by the Uity Plan Commission at their meeting Sept. 5th. <br />This change is recommended. <br />Yours truly, <br />D.
