Motion carried. <br />RESOLUTION <br />The following resolution was unanimously adopted at the regular meeting of the South Bend Civic <br />Planning Association Inc. held Fridny, June 2, 1939 <br />WHEREAS tonight's South Bend Tribune reports P. movement by certain unnamed persons to remove Chie] <br />of Police Ingram and to destroy the program to modernize the South Bend police force and free it <br />from political domination; and <br />WHEREAS variciUs officers and members of the Civic Planning Association have for several months <br />heard persistent rumors that n program has been adopted to undermine the establishment of a non- <br />political, modern police depa.ftment in South Bend end to eliminate Chief Ingram, such program <br />being pushed by a few members of both political party machines who desire to dominate the.police <br />department for their selfish interests; by a few, indifferent, lazy or incompetent policement who <br />do not went to perform the duties of a high type policeman; and by individuals interested in Grim( <br />gzmbling, vice resorts, slot machines and similar ^ ctivities; end <br />WHEREAS we believe that a tremendous majority of the citizens of the city of South Bend`a.re law- <br />abiding and do Want a modern police force second to none: <br />NOW THEREFORE BE -IT RESOLVED THAT we roundly condemn the activities of all persons joining in <br />a program or attempting to undermine or stop the establishment of a modern police department; <br />suer <br />and <br />BE IT FURTHER RESOLVED that this Association does hereby place itself on record as being solidly <br />behind the program for modernization of the police department and. intends to give its complete <br />and unceasing support to this program; and <br />BE IT FURTHER RESOLVED that copies of this r esolution be sent to the MPyor, the members of the <br />Board of Public storks and S^fety and the Common Council, and the local newspapers. <br />SOUTH BEND CIVIC PLANNING ASSOCIATION Inc. <br />A. Motion carried. <br />FRATERNAL ORDER OF POLICE <br />St. Joseph Volley Lodge No. 36 <br />South Bend, Indiana. <br />June 9, 1939 <br />RESOLUTION - - <br />BE IT RESOLVED: That the Freternel.Order of Polke, Saint Joseph Valley Lodge #36, at its regular <br />meeting, held June 8, 1939, voice its objection to a public statement appearing in the South Bend <br />Tribune, Saturday June 3, 1939, said statement being attributed to the Civic Planning Association <br />of this city, said statement, in a resolution proposed by the Civic Planning Association contains <br />the following words: ''by a few indifferent, lazy or incompetent policemen who do not went to <br />perform their duties of e high -type policeman".
