A11 members were present. <br />President McCarthy -presided. The reading of the minutes wa&,et dispensed with on the motion of <br />Vice President Hull and seconded by Councilman Jordan. ?aotion cerried. <br />City Attorney Beamer introduced City Controller Hzrry Dxiggs and City Engineer Clyde Williams <br />to the members of the Council. <br />ORDINANCE 3271 <br />AN ORnIIvAXCE A *RFT?DING ORDINANCE X3112, WHTCH PROVIDED FOR THE <br />OF BICYCLES. <br />This ordinance was read by the Clerk by title. The or-dinnnce <br />previous council. Vice President Hull motioned that this ord <br />anee committee to draft another ordinance to cover the points <br />seconded the motion. Motion carried. <br />ORDINANCE 3237 <br />AN ORDINANCE REGULATING AND LICENSING THE SELLING OF FOOD. <br />REGISTRATION AND IDENTIFICATION <br />hcd been carried. over from the <br />inpnce be referred to the ordin- <br />involved. Councilmen Niezgodski <br />This ordinance was referred by the previous council. Vice President Hull addressed the meet- <br />ing and suggested that while the ordinance is commendable, the present man -power of the Boerd <br />of Health makes it unworkable. Vice President Hull made a motion that the ordinance•be re- <br />ferred to the Ordinance Committee to7work out with the Board of Health. Motion secended by <br />Councilman Bishop. Motion. carried. <br />RESOLUTION: <br />A RESOLUTION ALLOCATING THE SUM OF THIRTY THOUSAND DOLLARS ($30,000.00) FROM THE AMOUNT <br />APPROPRIATED FROM WPA AND PWA IN THE 1.939 BUDGET UNDER ACCOUNT NO. H -27, DEPARTIENT OF <br />PUBLIC WORKS TO THE SPECIAL WPA FUND, SUCH ALLOCATION BEING FUNDS TO BE RECEIVED FROM THE <br />AUDITOR OF ST.•JOSEPH COUNTY UNDER ORDER OF THE PORTAGE TOWNSHIP FOR FUNDS TO BE SUPPLIED <br />TO ASSIST THE MUNICIPAL CITY OF SOUTH BEND, INDIANA, IN THE SPONSORING.OF PROJECTS, PURSUANT <br />TO AN AGREEP:.�ENT TO BE FILED WITH THIS BODY, AND ENTERED INTO AND BETWEEN THE BOARD OF PUBLIC <br />i?VORKS AND SAFETY, <br />AND THE PORTAGE TOWNSHIP TRUSTEE. <br />Be it resolved that the sum of Thirty Thousand Dollars ($30,000,00) be and the same is hereby <br />allocated from the -mount a -ppropripted under account No. H -27, Department of Public Forks to <br />the Fund known as The Special WPA Fund. It is expressly stipulated that only such Funds for <br />this allocution are subject to and limitedin the amount of monies received by the City Con- <br />troller of the City of South Bend, from the Auditor of St. Joseph County, by virtue of Funds <br />paid for the employment of men taken from the relief rolls of Portage Township, St. Joseph <br />County, Indiana, which funds are to be provided on order of the portage Township Trustee <br />directed to the Auditor of St. Joseph County In conformity with a written agreement, to be <br />entered Into between the Trustee of Portage Township and the Board of Public Works and Safety <br />of the City of South Bend, Indiana. It is expressly agreed and stipulated that the amount <br />set forth is thp, estimated emount to be received for four months from the 1st day of January, <br />and the purchese of materiels, equipment, truck hire, and other supplies necessary to be <br />furnished as the -,ponsor's share of various City Projects. In contemplPtion of the terms of <br />said agreement it shall be in line with the amount of money so received by the Controller of <br />the City of South Bend from the Auditor of St. Joseph County in accordance with the teams of <br />agreement referred to above. <br />William F. Pulaski <br />Member of Common Council <br />Vice President Hull moved that the Resolution be adopted. Councilman Richardson seconded the <br />motion. Councilman Heideman made inquiry Ps to whether the Council should adopt the resolution <br />before an agreement is made with the Trustee. City Attorney Beamer explained thet the Trustee, <br />Mr. Langel, had contacted the city officir-is that dry regarding an agreement for truck hire. <br />Mr. Driggs mentioned that the contract is practically r continuation of the contract which <br />expired December 31, 1930. Motion for adoption of resolution carried. <br />RESOLUTION: <br />RESOLUTION ALLOCATING THE S:JM OF TEN THOUSAND ($10,000.00) FROM THE AMOUNT APPROPRIATED FOR WPA <br />AND PWA IN THE 1939 BUDGET UNDER ACCOUNT NO. H -27, DEPARTMENT OF PUBLIC WORKS TO ACCOUNT NO. <br />1 -101 WPA. MATERIAL OF THE STREET DEPARTMENT. <br />BE IT RESOLVED by the Common Council of the City of South Bend, Indiane: <br />That the sum of Ten Thousand Dollars ($10,000.00) be and the same is hereby allocated from <br />account No. H -27 Department of Public Works to the 1939 Budget to .Account No. 1 -10, WPA <br />Materit =1 recount in the Street Department, and that this amount so allocated by the Common <br />Council may be used during the year 1939, for the purchase of materials, labor and other <br />items chargeable to the various City WPA projects by the Street Department, subject to the <br />approval of the Board of Works. The amount so allocated shell be deducted from the amount <br />of One Hundred Seventy -Five Thousand Dollars ($175,000.00), appropriated in the 1939 Budget <br />under account H -27, Department of Public Works. <br />William F. Pulaski <br />Member of the Common Council <br />Councilmen Pulaski moved for the adoption of the Resolution. Councilman Bishop seconded the <br />motion. Motion carried. <br />
