Mr. George Freyermuth, Mayor City of South Bend South Bend, Indiana Dear Sir: In order to bring to your attention the situation as pertains to the possible starting of work on the project covering the construction of the South Bend interceptor sewers, I am submitting a copy of a letter which I have received from Mr. Raymond L. Pike, Director of the Division of Operations in Indianapolis, T111-s letter, of course, is self-explanatory end will bring out clearly the points necessary to be complied with before work can be started. Weaver Acting Supervisor Division of OperPt ions Subject: State Application #30499 Construction of Intercepting Sewers South Bend, St. Joseph County Dear Sir: In reply to your letter of November 25th, we regret very much that the city of South Bend's Common Council rejected the PWA grant for construction of the sewage treatment plant and river crossings. Relative to placing this project in operation in the near future, we will be unable to author- ize such action unless the following provisions are made by the sponsor: (1) A resolution shall be passed by the South Bend Common Council authorizing the construction of the river crossings by private contract an'd making available immediately the necessary funds for such river crossing construction. (2) Sponsor's funds pledged as their shere of the :cost of this project shall be made available prior to the placing of this project in operation) (3) A supplementary project application shall be prepared covering the construction of the sewage treatment plant and such application shall be approved by a resolution of the South Bend Common Council, which resolution shall also provide authoriza- tion for the financing of the Sponsor's cost,of construction. This application must receive the approval of the State Administrator. The supplementary project application should include the cost of the river crossings as well as the treatment plant, as the sponsor is entitled to full credit for the cost of such crossings The submission of a supplementary application will necessitate a slight change in the President- ial letter description whib# will be accomplished by this office. The use of this method of obtaining the necessary funds for the construction of the river crossings and treatment plant will enable you to operate the entire project under one officisl and work project number. Upon receipt-of your initial WPA Form 701 -R, accompanied by proper evidence of compliance rith the above enumereted conditions, authorization will be granted to place this project in operation. Councilman James moved to amend motion that said Board of referred aback to the Board of Public Works and Safeity and Councilman Fish seconded the motion. Motion carried. MEMBERS OF CITY COUNCIL Raymond L. Pike, Director Division of Operations and Safety letter be placed on Public Works and Safety letter be that they proceed with the WPA grant. The rate you incorporated et-the request of taxicab operators into the City Ordinance was disapproved of by the members of the drivers union. They are most vitally concerned and in order to maintain our amiable relationships we have agreed upon a rate which we, the under - signed, hereby petition that you place into effect by amending the ordinance in question to read as follows: MAXIMUM RATE - 25¢ for first mile or fraction thereof and 50 „for each succeeding J mile.
