Supervision of property transfer within the City Plan Limits. <br />The City Plan Commission believes that the preparation of a ten -year improvement progrPm. <br />should be the product of P. gradual evolution in that direction, and that the function of the <br />City P1.sn Commission in that connection must be that of a co- ordinating agency ectir_g i.n_an <br />sdvosory cppncity on_plenning rather than having executive powers, and in so doing, <br />n: exercise <br />no Puthority that mill encroach upo the.functions of the officials or boards having_ immediate <br />jurisdiction over the work of the individual -rroject. <br />The City Plan Commission is aware of the fact that a large amount of detail work will be <br />called for in supervising the transfer of real estate so that this work mey.be handled.ex- <br />peditiously. Maps must be prepared showing the platted and unblaited areas as well as the re- <br />corded plats. Provision must be made for facilitating the transfer of property in unrecorded <br />additions. It will be -the recommendation of the City Plan Commission that, at the time the <br />property transfers pass through the department, a. certification of the zoning of the property <br />be :.made s. part of the report. It will further be recominended that a fee be charged for each <br />transfer of property submitted to-the City Plan Commission for approval. <br />The City of South Bend now has a comprehensive zoning law, which may be revised as the <br />progress of 3bnd use studies may show to be advisable. <br />The major thoroughfare plsn is being revised to correspond to the new limits of territoria <br />jurisdiction and to include the present state end national traffic routes. <br />At the proper time relations will be established with adminstrative officials of the' <br />county end neighboring municipalities to the end of establishing uniform methods es far Ps <br />possible.and co- ordinating the Vfforts of the several planning agencies. <br />It- is the belief of the City Plan <br />said plan which they will soon be able <br />presented in that a,sufficient portion <br />ing of the City Plan Commission in P cc, <br />will be added as they are prepared. <br />Commission that with: the several portions- of the afore -- <br />to place in the hands of the Council, there'will be re- <br />of the ester Plan upon which to initiate the function - <br />Drdance with the 1935 City Plan Lew and other portions <br />Respectfully submitted <br />Ralph C.
