<br />AUGUST 10TH, 1936
<br />Be it remembered that the Common Council of the City of South Bend, Indiana, met in the
<br />Regular Session in the Council Chambers of the City Hall, Monday evening, August 10th, 1936; at
<br />the hour of 9:50 P.-M. All members were present except President Fish. Vice President James
<br />presided. Councilman Hull moved that the readi r_g of the minutes for the last meeting be dis-
<br />pensed with. Councilman Bierwagen seconded the motion. Motion carried.
<br />CERTIFICATION OF POSTING•NOTICE TO TAXPAYERS
<br />In the matter determining addtional appropriations from the as intenance fund or operating bal-
<br />ance in the department of Public Works in the City of South Bend, Indiana, to certain subdiv-
<br />isions in said department of Public Parks -all as hereinafter set out.-

<br />I, Mary B. L. Taylor, City Clerk of the City of South Bend, Indiana, do hereby certify that
<br />copy of the attached notice was published in the South Bend Tribune and the South Bend News -Time
<br />two daily newspapers, on the 31st day of July, 1936 and the 7th day of August, 1936, both pub-
<br />lished in the City of South Bend, Indiana, also that I have posted notices in the following plec s
<br />to -wit:
<br />In the Corridor of the City Hell, South Bend, Indiana.
<br />In the Corridor of the Co-Jrt House, South Bend, Indiana.
<br />In the alley in the rear of the 'Court House, South Bend, Indiana, all being public places
<br />in said City.

<br />To the Common Council-of the City of South Bend:
<br />Your Committee of the Whole to whom was referred An Ordinance appropriating certain sums
<br />from the maintenance fund or ppersting balance in the Department of Public Parks in the City of
<br />South Bend, Indiana., to certain subdivisions in said department of Public Parks all as herein-
<br />after set out.
<br />Respectfully report that they heve examined the matter end that in their opinion should be re-
<br />ported favorable. Geo. W. Goetz, Chatman.

<br />To the Common Council of the City of South Bend
<br />We, the undersigned, as the representative youth of this city, have resolved that:
<br />Inasmuch as money is being appropraited to save the beauty spots in our city parks namely the
<br />Erskine Golf-course end the lawns and flowers in all parks, we will renew our petition this
<br />year for a swinnin' Hole in Leeper and Studebaker Parks deep enough and large enough to accom-
<br />modate those over 12 yrs of age,
<br />Inasmuch as this is the first season that golfers have petitioned for relief from their troubles
<br />we feel, this out third petition, should be given first consideration in all such beautifying
<br />efforts.
<br />Inesmuobas out Natatorium has been condemned and the wall put in by the W.P.A. in the locations
<br />where we`have petitioned for P Swinnin' Hole in our previous petitions, the construction cost
<br />would be e•rea!tly reduced to the city. :We enclose a sketch of what we deem necessary in Leeper
<br />Park.
<br />For this purpose we band ourselves. .together with signatures of more then 125 boys and girls to
<br />beg recognition of our needs in this matter. We call your attention to the logical spots in
<br />Studebaker and Leeper Parks, namely Bowman Creek in Studebaker and what is known as the Lagoon
<br />in Leeper Park. Necessary wells for these pools ere either built or in the process of erectiola,
<br />They are known as WPA projects.
<br />We call attention to the fact that several young men who signed our first petition in 1934 are
<br />now serving time in our state prisons. We believe if our first petition had been granted many
<br />of these rested lives might have been avoided, because idle hands and minds breed mischief.
<br />We believe our welfare to be of more importance to our right thinking parents and taxpayers than
<br />P11 the beauty spots and golf courses in the world.
<br />Please include wages for proper supervision of these swimming Pools, night and day, in your
<br />Yearly budget.
