In <br />MAv 11th. 1936 REGULAR MEETING <br />_ MINUTES <br />Be it remembered that the Common Council of the City of South _Bend, Indiana, met in the <br />Reguler - S-esslon in the Council Chambers of the City Hall, Monday- evenin May 11th, 1936, at <br />the hour of -7:40 P. M. All members were present.eaid-,nt Fish presi�ed. Council an Hull <br />moved that -the reading of the minutes of the last meeting be dispensed with. Councilman Goetz <br />seconded -the motion.- Motion carried. <br />REPORT OF CITY CLERK'S CERTIFICATE OF PROOF OF POSTING OF NOTICE TO TAXPIYERS. <br />Notice is-hereby given the taxpayers of the City-of South Bend St. Joseph County, Indiana, <br />that the proper legal officers of sp.id-miinicipality a.t their regular meeting place, on the 11th <br />day of May; -1936, at 7:30 o-1--clock P. Moticn carried. <br />REPORT OF THE COMMITTEE OF THE WHOLE. <br />To the Common,., Council of the City of South Bend: <br />Your Committee of the Whole to whom was referred an Ordinance appropri8ting the sum of <br />Seven Thousand Four - .Hundred end. Ninety -one Dollars ($7,491:00) from, the General Fund of the <br />Department - -of- Public Parks of the City of South Bend, Indiana, to- said - Department for the pur- <br />chese -of Real Estate and material for its Riverside Parkway Project: <br />Respeoftu?ly report -thet they have examined the matter and that in their opinion should be re- <br />ported favorable. Motion carried. <br />COMMUNICATIONS: <br />CITY OF SOUTH BEND, INDIANA <br />office of the Mayor <br />_ May 9, 1936 <br />The - Common Council, <br />City of South Bend, <br />South Bend, Indiana. <br />Gentlemen: - <br />Your.. re_solut -cm dated April 20, 1936, calling for civil service, advancement end. retirement of <br />a31 employees-below-the rank-of Chief; etc* has been returned not signed: When my attention <br />was called to this_ resolution councilman- informed me that that part-of the third paragraph <br />which reads "end eventua7:Ily for other departments of the city government" would be omitted but <br />the resolution shows that this was not done. <br />Hearty agreement with civil service for members of the Police and Fire Departments should be ex <br />pected but, however- civil service for- -- other. employees.of the City is impractical and should <br />not be considered at this time. It is believed wise not to resolve on eventualities, such matt <br />should be taken -acre of when events show them to -:be practical. <br />Your-honorable body knows that the Mayors of Indiana will -meet here -next October -and the very <br />subject- of your resolution- will. be discussed ther:, as, it has -been - considered by them on several <br />previous occasions. On this account -it is- respectfully requeeted- that this mat's er be deferred <br />until after the meetting-of the Municipal teague of Indiana. Nothing can be done until the next <br />session of the legislature, and there will be ample time to formulate a bill after the Mayors <br />of Indiana meet in our City. <br />Very truly yours, <br />George W. Councilman Chembers sPid resolution <br />hps already -been passed and to clear up the records we sho7.11.ld at this time amend the resolution, <br />eliminate the words 11first and eventually for other Departments of the city government." <br />Councilman James moved the adoption of the resolution. Councilmen Bierwagen seconded the motion <br />Councilman Goetz moved -to amen °�, to hold said resolution in the committee of the <br />Whole for 2 weeks, till the 1st Monday in June. Councilman Rasmussen seconded the motion. <br />Motion - carried. <br />A letter-,from Mr. Moom-aw An regard to the petition for-change of zoning classification of <br />lots-#113 end 114 Portage Park Addition, was read. Co,nncil,man Goetz moved to concur recommenda- <br />tion.- Councilmen Rasmussen seconded the motion. <br />A letter fr-om'Mr. H. E. Bolt, General Chairman of the South Bend C tic Safety Council <br />wes read. Councilman Jamee moved that -the traffic ordinance be taken up in the Committee of <br />the Whole on Msy 18th, 1936. Councilman Chambers seconded the motion. Motion carried. <br />PETITION: <br />TO THE-HONORABLE COMMON COUNCTL OF THE <br />CITY OF SOUTH-BEND, INDIANA: to <br />We, the ,undersigned- property owners, hereby r espe °etfully petition your Honorable body in <br />amend that portion of Ordinance No. 2331,.adopted June 25, 1923, commonly known as the "Zoning <br />Ordinance affecting lots and lands in Eliss-Rupel's First Addition to the city of South Bend <br />Indiana, particulerl:, Lots numbered One (1) and Two (2) end Three ( ) in said addition, and to <br />thereby ._change the above described property from the "C" Commercial District to the "D "- Light <br />Indust el District, so that -the said property may be used for Light Industrial purposes by the <br />owners °'Ohereof.
