'385 <br />WHEREAS, it is the belief of this Council that the same result would foTlow the establish - <br />ment of such a civil service system for other municipal erhployees, and <br />WHEREAS, this Council desires to record itself as favoring the est?blishment of such a civil <br />service system,first, for the Police and ! "ire Departments, and eventually for other Departments <br />of the City government, and <br />WHEREAS, this Council desires to set in motion the machinery necessary to make the establish. <br />ment of such a civil service system possible. <br />THEREFORE, BE IT RESOLVED that this Common Council now records its belief that an adequate <br />merit system of civil service for the appointment, advancement and retirement of all employees <br />below the rank (bf chief of the Police and Fire Departments of this city should be established <br />p s soon Ps mpy be done consistently-with-the laws of this state, and to that end, there is now <br />and hereby created,- special committee of this Council, cons; sting of - three members tc Jse known <br />a.s the Civil Service Committee. Such Committee shall be appointed by the President -of the <br />Council and not more thpn two members thereof shall be of the same political faith. It shall be <br />the duty of such Committee to thoroughly investigete the metter, confer *ith interested persons <br />2nd to prepare a Bill for presentation to the next regulpr session of the Indiana Stete Lezislp- <br />ture, providing for or permitting the est ^blishment of a merit system of civil service for the <br />appointment, advancement end retirement of all employees, below the rank of chef, of the Police <br />2nd Fire Departments in cities of the second class end providing or permitting th?t such civil <br />service system mpy be extended to apply to employees of such other Departments of the City Rovers <br />ment as the Common Council of epch City shall from time to time determine. It shall further be <br />the duty of such Committee to correspond with the Common Councils or Committees thereof of the <br />several cities of the second class in the state of Indiana and to endeavor to procure their <br />cooperation in the preparation and passage of such legislation. <br />Said Committee shall select its own chp:irmen and shall within one month from the date of <br />the adoption of this resolution 2nd at lepst monthly thereafter, report to this Council its do- <br />ings under this resolution. - <br />BE IT FURTHER RESOLVED the t- each second class city in the state of Indiana is hereby invite( <br />and earnestly solicited: to cooperate with the Common Conncil of this city in thera.doption of <br />the civil service plan suggested by this resolution and to that end the Common Council of each <br />such city is invited to appoint a similar Committee to meet with PTd cooperate v- th the Committee <br />of this Council in formulating the proposed Bill and procuring its introduction in the passage <br />by the State Legislature. <br />BE IT FURTHER RESOLVED that a copy of this resolution duly certified by the City Clerk be <br />sent to the Common Council of each second class city in Indian--. <br />Councilman James read said resolution. Councilman Chambers moved it be referred to the Commits <br />of the Whole for further consideration and study, and a copy of` resolution be sent to each Council- <br />men. Councilman Rasmussen seconded the motion. Motion carried. <br />Councilman_ Chambers moved that the Board of Public Works and the Water Works Board consider <br />and adjust the cost of milking repairs in the streets after water mains have been repaired, and <br />make a report to the Council in three weeks. Couneilma.n James seconded the motion. Motion <br />carried. <br />`here being no further business, Councilman Kerner made a, motion to adjourn. Councilman <br />Rasmussen seconded the motion.
