<br />Be it remembered that the Common Ccrincil of the--City of South Bend, Indiana, met in the
<br />Regul,r Session in the Council Chambers. of the City Hall, Monday evening April 13th, 1836, at.
<br />the hour of 7:40 P. M. All members were present. President Fish presided. Councilman Goetz
<br />moved that the readinz of the minutes of the last meeting be dispensed with. Councilmen James
<br />seconded the motion. 'Votion carried.
<br />0OMMUNIC4TION:
<br />A letter from Mayor William Timmers of Grand Rapids, Michigan ,.on Eastern Standard Time
<br />was read. Councilman Goetz moved that it be filed. Councilman Rasmussen seconded the motion.
<br />Motion_ carried.
<br />A'letter from M -r. Moomaw in rep-?rd to a petition from Mr. Shively was read. Councilmen Ch
<br />bers moved that it be placed on file. Councilman Kerner seconded the motion. Motion carried.
<br />A letter from Mr. Bohn of the Clevel:pnd Council wzs read,on the Cleveland Housing and Slum
<br />Clearance. Councilman Chambers moved it be referred to the Committee of the Whole for next
<br />week and th?t the City Clerk furnish a copy of said letter to each councilman. Councilman
<br />Rasmussen seconded the motion. Motion carried.

<br />We the undersigned property owners of the Portage Park Addition to the City of South Bend,
<br />hereby desire to register a strenous protest against- any effort on the part of any person,
<br />firm or corporation usir,r2- eny part of said addition for ,e gasoline Filling Station site.
<br />We further protest any effort- that -may be made to zone the particular addition for other
<br />than a First Class Residentsl District. (15 signers)

<br />en Ordinance regulating all matters concerning ` or -pertaining to the construction, alteration,
<br />repair or additions to, remodeling, use or occupancy of buildings or their parts and structures
<br />of every nature in the city of South Bend, '3ndfana,. providing; for the condemnation and stoppage
<br />of the use thereof, and the wrecking of the same, creating-the office of Building Commissioners,
<br />Assistant Building Commissioner and City Electrician and providing for the office of the Build-
<br />ing Department, repealing all former Ordinances or- parts- thereof conflicting therewith adopted.
<br />by the Common Council of the City of South Bend, March -27, 1922 and approved by the Mayor March
<br />30, 1922 and published April 6th, of the some year, commonly known as the Building "ode of the
<br />City of South Bend, Indiana; and adopting the 1935 National Electrical Code and its amendments
<br />as a part of this Ordinance, excepting such parts of which are less restrictive-of in conflict
<br />rith this Ordinance.

<br />An Ordinance appropriating - the sum of Four Hundred €nd Ninety Dollars from the Aviation
<br />Fund of the City of South Bend to-certain accounts in said Aviation Fund set up under the Board
<br />of Aviation Pursuent to Statute.
<br />The Ordinance was given- its first rending by title, its second reading in full and on Motion
<br />of Councilman Goetz rps referred to -the Committee of the Whole, also thet a public hearing be
<br />held on the 27th day of April, 1936. Councilman Rasmussen seconded the motion. Motion carried.

<br />An Ordinance amending section 22 of an Ordinance Numbered 2652, being an Ordinance regulat-
<br />ing the production, grading, labeling, handling, pasteurization, distribution and sale of milk,
<br />cream and- certain milk products and providing for Issuing licenses therefor.
<br />The Ordinance was given its first reading by title, its second reading in full and on Motion
<br />of Councilman Hull was-tef erred to the Committee of the thole, also that the Secretary of the
<br />Board of Health be present and also Mr. Grant, for consideration. Councilman Rasmussen seconded
<br />the motion. Motion carried.

<br />An Ordinance appropriating the sum of Three Hundred and Sixty Dollars from the General Fund
<br />of the City of South -Bend to the Board of Public Safety Account No. F -2, for the payment of the
<br />City's Sronsor Share in the WPA Traffic Survey for the City of South Bend.
<br />The Ordinance was given its first reading by title, its second. reading in full and on Motion
<br />of __Caa -lman James vas referred to the Committee of the Whole, for consideration, and also that
<br />a public hearing be held on the 27th day of April, 1936. Co-.jncilman Bierwegen seconded the
<br />motion. Motion`-carried. Ordinance was not signed by Mr. Woodward.

<br />An Ordinance approving the purchase of a caterpillar Diesel Auto Patrol bythe Board of Publi
<br />Works of the City of SouthBend in the sum of thirty seven hundred and eight Dollars.
<br />The Ordinance was given its first reading by title, Councilman Chanb ers moved that P
<br />of said Ordinance be sent to each Councilman, and that the 2nd reading be dispensed with. Council
<br />man Goetz -moved to amend Councilmen Chambers motion, that one copy of said ordinance be sent to
<br />the Streets & Alleys Committee, and that they reort bsck,to the Council. Councilman Hull second-
<br />ed the motion. Motion carried.
<br />RESOLUTION:
<br />WHEREAS, it is the belief of this Council that the establishment of a merit system of civil
<br />service for the appointment, rdvencement and retirement of all employees, below the rank of
<br />chief, of the Police and Fire Departments in this City woud greatly improve the morels and. in-
<br />crease the efficiency of such Departmen s by removing the same from the sphere of partisan politi
<br />and influence. and
