366 <br />Councilman Chambers maed that the City Clerk request Congressman Pettengill to use his influence <br />to help South Bend obtain W. P. A. labor in removing snow from streets. Councilman Goetz second <br />ed'the- motion. <br />Councilman Chambers also moved that it be in the form of wire. Gouncilman Goetz seconded the <br />motion, <br />ORDINANCE N0, 3147 <br />An- Ordinance to promote Public Health by providing.senitery and health regulations for <br />Barber Shope and establishments and in the practices of barbering; Providing for supervision <br />end - inspection and- prescribing penalties for violations. <br />The Ordinance was given its first reading by title, Councilman Chambers moved that the <br />second reeding of the Ordinance be dispensed with as each councilmen had a copy. Councilman <br />James seconded the motion. <br />Councilman Hull moved that the ordinance be referred to -the Public Improvement Committee and <br />then back to the Committee of the Whole. Councilman Goetz Seconded the motion. <br />Councilman Goetz moved that Dr. Carter of the Board of Health be present when the Ordinance <br />comes up <br />RESOLUTION: <br />A Resolution approving the action of the Board: of Aviation-Commissloners of the-City of <br />South Bend and also the - Board -of Public Works of the City -of South Bend'in acce ting a warranty <br />deed-to certain described reed estate subject to e vend-or'l -s lien in the sum of 129_0,000.00 and <br />further expresses fhe intention and - pledge of this body-to set up-in the budget fund for the <br />next year- sufficient monies to discharge the obligation of the city with reference to said <br />vend -or's -lien. <br />Councilmen James moved that it be referred • to °, the Committee of the Whole Fnd also that the <br />Aviation Committee submit to all members of the Common Council by mail a- report on-the purchase <br />of the Bendtx Airport by the City of south Bend_ giving reasons for purchase at this-time, terms <br />of purchase, diecription of property, and suggestions for the financing of the project. <br />Councilman.Hull seconded the motion. <br />Councilman Chambers moved that Councilman James motion be amended, that the Aviation Com- <br />mittee also bring In a report on the cost of two hundred (200) acres of and. <br />Councilman James moved that the Avietion Committee should bring in their report instead of <br />giving it verbally. <br />Councilman James moved -that the Controller furnish the Common Council with a detailed re- <br />port on the appropriations, expenditures and. bslarces°es of December 31, 1935. The report to be <br />similar in form to that supplied the Council in July 1935• <br />.Councilman Chambers moved that the report of all unpaid bills of 1935 that are to be paid <br />in 1936, also be gott4n out. <br />Councilman James moved that the Sucerintendent,of the City Water Works furnish the Common <br />Council with a report on its operations during the year 1935. <br />Councilmen James moved that the Controller furnish the members of the Common - Council with <br />copies of the final approved computation of the Tax Levies finally approved by the State Tax <br />Adjustment Board. <br />Councilman James brought up the subject of considering establishment March 1 of eastern <br />standard- time for South Bend. He egreed to defer the matter, however, in vier of the hearing to <br />be held in Chicago at the Morris Hotel on the 24th day of February by the interstate commerce <br />commission6, <br />Councilman James moved that the Board of Public Works and Safety het a. date for a joint <br />meeting with the common_ council to hear arguments in favor of and against the present location <br />of - loedtng zones where perking -is prohibited. <br />There being_ no' further business,' Councilman..
