1314 r` You will note that the levy for the Finance Department is increased .011 caused by the Police ' Officers bonds, judgements and indemnities. The levy for the Board of Works has been increased .862 caused mostly by the Street Department where it becomes necessary to employ 22-additional men on account of not being able to use FERA help for maintenance work in the future. The levy for the Board of Safety has been increased .025 caused by the contemplated employment of more policemen and by additional cost of the Fire Department. The levy for the Health Department has been increased .002 caused mostly by an additional inspector and automobile. The levy this year for these departments is .54 but to this should be added the necessary special appropria- tions amounting to $60,522.96 or the equivalent of a levy of about .05 Loss of revenue from excj is taxes equivalent to a levy of .03 mgst also be taken into consideration. You will note that the total increase of the Budget is caused by the following: Increase by departments $125,000.00 or .10 Decrease of mist. receipts 25,600.00 or .02 Difference in valuation 23,0.0.00 or .O18 Difference in 193+ Budget 25,160, 00 or .022 Total 020 Total .190 The total levy is as follows: General Fund .700 Park Fund .100 Police Pension Fund .013 Firemen's Pension Fund .005 Sinking Fund .020 Aviation'Fund .010 Hospital Fund .030 Sinking Fund for Sewage Disposal Plant 020 Total .S You will note the increase of the levy for the Park Department which has been shown as being caused by the fact that accumulated funds have become exhausted. The increase for the Airport Fund has been caused by the desire to pay honest back debts. Much has been said by the public concerning a sewage disposal plant. We believe we should pay as we go and by creating a fund for this purpose much can be saved. The cost of a bonded projec usually amounts to twice the amount of the bonds due to interest charges. We take it that Chap- ter 157, Section 1 of the Acts of 1925 gives the City the right to create a sinking fund for a sewage,disposal plant. If a sinking fund had been created at the passage of this Bill there would be available at this time several hundred thousand dollars. We invite your honorable body to carefully consider our recommendation. Any questions you may desire to ask will be willingly answered, and information you may wish will be gladly given. An Ordinance appropriating monies for the purpose of defraying the expenses of the several departments of -the City of South Bend, Indiana, for the fiscal year beginning January 1, 1936, and ending Dece mber 31, 1936, including all contractual obligations and fixing a time when the same shall take effect.
