1314 <br />r` <br />You will note that the levy for the Finance Department is increased .011 caused by the Police <br />' Officers bonds, judgements and indemnities. The levy for the Board of Works has been increased <br />.862 caused mostly by the Street Department where it becomes necessary to employ 22-additional <br />men on account of not being able to use FERA help for maintenance work in the future. The levy <br />for the Board of Safety has been increased .025 caused by the contemplated employment of more <br />policemen and by additional cost of the Fire Department. The levy for the Health Department <br />has been increased .002 caused mostly by an additional inspector and automobile. The levy this <br />year for these departments is .54 but to this should be added the necessary special appropria- <br />tions amounting to $60,522.96 or the equivalent of a levy of about .05 Loss of revenue from excj <br />is taxes equivalent to a levy of .03 mgst also be taken into consideration. The increase for the Airport <br />Fund has been caused by the desire to pay honest back debts. <br />Much has been said by the public concerning a sewage disposal plant. We believe we should pay <br />as we go and by creating a fund for this purpose much can be saved. The cost of a bonded projec <br />usually amounts to twice the amount of the bonds due to interest charges. We take it that Chap- <br />ter 157, Section 1 of the Acts of 1925 gives the City the right to create a sinking fund for <br />a sewage,disposal plant. If a sinking fund had been created at the passage of this Bill there <br />would be available at this time several hundred thousand dollars. <br />We invite your honorable body to carefully consider our recommendation.
