Hinkle June 10, 1933.' <br />iayo r <br />Gentlemen I have signed Ordinance No. 3022 passed by you on June 7th and presented to me on <br />June S, 1933. The legality of lowering statutory salaries during-,the term of office has been <br />questioned, but in view of the fact that all of the officers directly responsible to have <br />signed waivers which reduce their respective salaries below those fixed by this Ordinance <br />there will be a considerable saving over the provisions of the Ordinance. <br />Regarding my own salary, let me say that I too had signed a waiver which reduced it to the <br />,inimum named in House Bill No. 529, but I have now notified the City Controller to make my <br />salary conform with the amount fixed in said Ordinance. <br />Wherever salaries have been provided for jositions which have been:eliminated, you may rest <br />assured that these positions will not be filled during the present financial stringency. <br />I assume there was no desire upon the part of the Common Council to raise salaries above the <br />amounts now being paid and since services are being rendered at the present rates they will be <br />tinued and where legally necessary the same method as is not used...for the reduction of statutor <br />salaries will be resorted tO for these other positioxmns.' <br />I am signing the ordinance imediately to assure preparation of the payroll without delayp but w <br />say that additional economies will probably be necessary later as the Controller reports that <br />the amount of money available to meet salaries has been considerably reduced and only the <br />practice of the strictest economy will save South Bend city employees from a condition found <br />in many other cities, namely, payless pay days.'
