P_ <br />( Concluded) <br />WHEREAS, this` new delay, which is ohly another in a series of may other previous <br />dilatory moves, comes after the city, acting in good faith and according to the letter of <br />the contract, has already expended almost $200,000 and issued bonds for $400,000 to cover <br />the costs of improvements necessary to faciliate the removal of the Western Avenve— Walnut. <br />• <br />street crossing specified in the above said contract;: and ?" <br />WHEREAS, the New York Central railroad is at every step exhibiting an arrogant attitude <br />in the entire proceeding, after the txxcity has exhausted all pacific means of meeting the <br />New York Central officials on common ground <br />THEREFORE BE IT RESOLVED,, that the City Council.,of.South Bend invoke and put into immediate <br />effectall such ordinancea� and such police power at its`disposa� for regulating the speed.of <br />al. � <br />rolling stock of the New York Central railroad and-the obstruction of street traffic by <br />freight trains of the said railroad on all unleavted crossings of the maid railroad on. t <br />e <br />West Side; and <br />ti <br />• <br />Council <br />BE IT FURTHER RESOLVED,. that the City Co it manifest a sustained interest in the <br />final makiay axix achievement of this major project, so necessary at the present time <br />for the improvement and progress of the West Stoe section of the city; <br />THE POLISH- AMERICAN CENTRAL gIVIC`COMMITTEE, <br />Chas: R.` Lewisnki Bresident. <br />Francis K.'
