ORDINANCE N0. G 39 to - 7 8 <br />AN ORDINANCE APPROPRIATING $6,686.00 FROM THE <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUND, FOR THE <br />CONTINUATION OF URBAN RENEWAL ACTIVITIES, TO BE <br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS DIVISION OF COMMUNITY DEVELOPMENT AND THE <br />DEPARTMENT OF REDEVELOPMENT. <br />STATEMENT OF PURPOSE AND INTENT: <br />One of Community Development's long -term objectives is the <br />revitalization of South Bend's Central Business District (CBD). This <br />revitalization must, however, be based on a realistic assessment of the <br />competitive position of the CBD viz -a -viz other regional retail centers. <br />Recognizing these regional realities, the revitalization of the CBD <br />must be based on the orderly transition of a declining retail center to <br />a viable multi -use regional center, i.e., an urban center which can <br />supply major financial, medical, governmental, transportation, various <br />business, and leisure- recreational - cultural opportunities (with a support- <br />ing mix of retail enterprises). As the CBD's role in the regional <br />economic structure continues to evolve, the Department of Redevelopment <br />will aid this revitalization process by the continuation and eventual <br />completion of the Urban Renewal Project R -66. To successfully complete <br />Project R -66, the Department of Redevelopment will: (1) develop and <br />implement, in conjunction with the Division of Community Development, an <br />urban core policy and plan, based on the realities of the region's <br />physical, social, and economic structure; (2) attempt to attract sub- <br />stantial, new capital investment and reinvestment in the R -66 project <br />area and its environs through all available renewal mechanisms and <br />techniques; and, (3) proceed towards an expeditious, but fiscally sound <br />close -out of South Bend's Urban Renewal Project R -66. To accomplish these <br />objectives additional miscellaneous project funds are required by the <br />Department of Redevelopment. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City <br />of South Bend, Indiana, as follows: <br />SECTION I. The sum of $6,686.00 is hereby appropriated for the <br />program year starting July 7, 1977 from the Community Development Block <br />Grant Fund (Program Year 1977). This appropriation is to be administered <br />by the Division of Community Development and the Department of Redevelopment, <br />and will be distributed as set forth below: <br />PROGRAM -CD -77 -1206 <br />COMMUNITY DEVELOPMENT PROGRAM <br />PURPOSE <br />AMOUNT <br />Continuation of Urban Renewal Project R -66 <br />(Supplemental) $6,686.00 <br />SECTION II.
