Hunt <br />Deputy Director M E M O R A N D U M <br />TO: MEMBERS OF THE COMMON COUNCIL <br />FROM: CARL ELLISON, DIRECTOR, COMMUNITY DEVELOPMENT <br />SUBJECT: 1978 CDBG APPROPRIATION (LEGAL SERVICE) <br />DATE: JUNE 21, 1978 <br />fAir <br />219/284 -9335 <br />The Division of Community Development is presenting for your consider- <br />ation an appropriation bill totaling $35,000.00 to be used for the continuation <br />of the Legal Aid Project. As part of the Second and Third Year Community <br />Development Plan, Common Council Members approved a project designed to <br />provide comprehensive legal services (excluding criminal cases) to low- and <br />moderate - income residents of the Community Development "target areas." <br />In evaluating this project, the CD staff has determined that it received <br />overwhelming response in terms of applicants and clients served. This project <br />has also successfully served as an appropriate support activity for other CD <br />sponsored improvements within the target areas. <br />Therefore, the Community Development Program hereby submits for your <br />consideration an ordinance to appropriate $35,000.00 to continue the following <br />services for low- and moderate - income residents of the aforementioned areas: <br />a. Legal Representation for low - income persons who cannot otherwise <br />afford these services. <br />b. Community Education in the form of educational pamphlets and public <br />seminars in areas such as consumer rights, landlord- tenant relation- <br />ships and home ownership problems. <br />c. Outreach Activities to reach primarily senior citizens who might <br />either not be aware of services available to them or are reluctant <br />to avail themselves of such services. <br />d. Group Representation for neighborhood groups desiring technical <br />assistance with respect to organizational matters, federal guide- <br />lines and regulations, state and local laws, etc. <br />
