HEALTH & PUBLIC SAFETY JULY 10, 2013 5:00 P.M. <br />Committee Members Present: Karen L. White, Tim Scott, Dr. Fred Ferlic /Not present <br />excused, Dr: David Varner /Not present/excused <br />Other Council Present: Oliver Davis in at 5:02pm, Members Derek Dieter, <br />Gavin Ferlic, Henry Davis, Valerie Schey /Not present/ <br />excused <br />Others Present: Ann -Carol Nash, Andrea Beachkofsky, Chief Teachman, <br />Kathy Cekanski - Farrand, Shubhada Kambli, Capt. Robert <br />Hammer, Keith Crain, Sal Parisi, Brian- Bradley Real <br />Estate, New Media <br />Agenda: Chronic Problem Property Implementation Update <br />Council Member Karen L. White opened the meeting at 5:00 pm. She thanked everyone for <br />coming. She said they would be discussing the action items for implementation of ordinance <br />10232 -13 chronic problem properties. A proposed tracking document was shown to all attending <br />on the screen. (copy attached) <br />Council Member Tim Scott gave a top ten list of points that break down the important points of <br />the ordinance. (See attached). He said he has posted this on Facebook and has talked about <br />the ordinance on the radio. <br />Police Chief Teachman gave an update on haw preparations are going for the job description <br />for the sworn officer and civilian for the job openings that will go along with maintaining this <br />ordinance. He and Capt. Hammer have been getting input from other cities and states that have <br />similar ordinances. He then turned it over to Capt. Hammer. Capt. Hammer proceeded to <br />explain that he has been in discussions with other cities who have a similar ordinance. They are <br />looking into having any calls live on the web with an approximate 22 minute delay. He thinks <br />they can have the job descriptions ready by next week for the sworn officer and have it put up in <br />house with about a 15 day turn around. They plan to do the civilian position and open up <br />internally for city only and then open to public if necessary after other position is filled. <br />Council Member Oliver Davis asked about skills the civilian position would need. Capt. Hammer <br />said it would be general office skills and an as we go with the implementation. They would also <br />look at what the sworn officer position would need help with when everyone gets familiar with <br />the new ordinance. This may be a part time position or may be able to be integrated with an <br />employee who already employed. <br />Council Member Tim Scott asked for a time line of completion. Capt. Hammer said in a week or <br />so. Maybe by the end of next week for sure. <br />Council Member Karen L. White informed everyone involved if there was a need for more <br />money for implementation to make sure to put in the budget request. <br />Code Enforcement Director Shubhada Kambli informed the committee that she was working <br />with the IT dept. to research the ability to track multiple violations by her department with less <br />paperwork. Looking into this primarily for their field inspectors. They are also looking into giving <br />them access to records by a tablet or some sort of tracking device. They are also trying to <br />
